SUBJECT: A. Contract Change Order with Madonna Construction to add fire
sprinkler laterals to the Waterline and Sewerline Improvement Project
- Specification No. 94-12.
B. Budget amendment request to transfer $57,505.00 from the Fire
Sprinkler Lateral Reimbursement Fund to the Project account.
CAO RECOMMENDATION
A. Approve Contract Change Order No. 3 to add fire sprinkler laterals at specific
locations on Marsh and Higuera Streets, as part of the Waterline and Sewerline
Improvement Project (Specification No. 94-12).
B. Approve transfer $57,505.00.from the Fire Sprinkler Reimbursement Fund to the
project account.
BACKGROUND
The Marsh Street water, sewer and traffic signal project has been expanded to include
replacement of fire sprinkler laterals ("firelines") so that the street can be repaved with no
further disruption to the downtown area. There is a specific capital improvement project
to reimburse downtown owners for costs related to installation of firelines. Currently, there
is $83,500 available in this account to support this request. (This CIP is approved for
approximately $50,000 a year, but only three requests have been received by the Fire
Department and approved to be paid by the Water Fund in the last two years).
The Marsh-Higuera street utility project was seen as a unique opportunity to install firelines
cost-efficiently for the building owners benefit. The Fire Department approves of this
request, as it will provide 35 additional firelines up to the individual property lines.
Business owners will still be able to request reimbursement for their remaining costs to
connect to the fireline (maximum request is $150 per lineal foot).
The original water, sewer and traffic signal project, prior to any change orders, involved
replacing those sections of waterlines and sewerline in the downtown area on Marsh and
Higuera Streets that were high priority. Due to an upcoming project to repave a portion
of Marsh Street, staff resized the project to include replacement of all the city utilities that
have limited life expectancy in the area designated to be repaved. Staff also felt that
resizing the project would meet the downtown area businesses request for construction at
a time and in a manner that would be least disruptive to their business.

FISCAL IMPACT
This request seeks approval to pay $57,505 for fireline installation to be incurred as part of
the Marsh-Higuera waterline and sewerline project. A total of$50,000 a year for downtown
sprinkler reimbursement was approved in the Water Fund Capital plan (1993-95 Financial
Plan, page E-5). The capital improvement plan identified $50,000 and $100,000 for fiscal
years 95/96 and 96/97, respectively. To date, there have been only three reimbursement
requests, totalling $16,500. Therefore, $83,500 remains in 500-9085-510-553 to support this
activity.
