SUBJECT: Extended hours of operations for city parking garages
CAO RECOMMENDATION:
Adopt a resolution authorizing parking garage user fees to be charged until 9:30pm on Thursday,
Friday and Saturday evenings and rescinding resolutions in conflict.
DISCUSSION:
The opening of the Downtown Center in March of 1994 has had a dramatic impact on the
downtown core. The City's parking structures too, Marsh in particular, have felt this impact by
experiencing a substantial increase in daily usage, especially on Thursday, Friday, and Saturday.
Usage averages over 1000 cars per day at the Marsh Street Structure and 750 cars per day at
the Palm Street Structure (Attachment A). These daily numbers exceed 1200 and 900 cars per
day on Thursdays, Fridays and Saturdays.
On Friday and Saturday, an average of 28% of the day's usage or approximately 336 cars at
Marsh Street and 18% or 162 cars at Palm Street enter the structures after 4:00pm. Since
current staffing ends at 7:30pm on Friday and Saturday, the structures can have a large number
(nearly 500) of vehicles without an attendant on-duty to deal with any potential late evening
problems. From a public safety and customer service perspective, staff feels this is an
unacceptable situation which needs to change.
As a result of the trend for more businesses to offer late evening hours on the weekend, and the
corresponding increase in usage of the structures, staff recommends an extension of hours for
garage operations on Friday and Saturday evenings. Basically, operations would parallel our
current Thursday night rates of the first 90 minutes free and the normal rate of 50 cents per hour
with a daily maximum of$3.00 until 9:30pm with staff at the facilities until 11:00pm on Friday
and Saturday. This staffing format would provide critical late staffing on Friday and Saturday
evenings. (Already staffed until 11:00pm on Thursday)
There are operational advantages to this proposal as well. By matching the existing staff hours
for Thursday evening operations (7pm-I 1pm), it allows the City to fill the three evening shifts
with the same person, which offers consistent customer service and a more stable work schedule
to help reduce staff turnover. The presence of an on-duty attendant can also serve as a deterrent
to would-be vandals as well as help prevent theft of city or personal property. Finally,
extending the current fee structure until 9:30pm allows the City to continue to offer the very
popular 90 minutes free, while at the same time recoup basic operating costs and generate a
modest revenue stream without any rate change or adjustment to the amount of free time offered
in the garages. It should be noted that when the City began charging user fees on Thursday

evening back in 1989 to address operational issues, the problems of cruising and loitering in the
garage experienced a dramatic reduction. The implementation of an evening user fee also helped
reduce incidents of vandalism and generated funds to pay for staffing, guard service, as well as
increase garage revenues. Staff feels the same results can be achieved by implementing user
fees on Friday and Saturday evenings.

CONCURRENCES:
This extended hours proposal has been discussed with the BIA Parking Committee and BIA
Board and they both concur that this would be a win-win situation for downtown businesses and
the city.
FISCAL EMPACT:
Implementation costs would be minimal, (approximately $500). The revenue stream generated
from the extended hours is estimated at $15,000 annually, based on current usage and the I
average late evening stay of two hours. Staffing costs would run approximately $5,700
annually, with operating costs (supplies and materials) running approximately $1,000 per year.
Therefore, after the operating and overhead costs are covered, the City could see a net revenue
increase in the $7,500 to $8,300 range. If security guards were warranted at some future date
(like now provided on Thursday evenings), the revenue generated would cover the annual cost
of guard service ($7,500) without any additional increases in parking garage fees. In short, the
proposal would be cost effective and simple to implement.

AND OTHER DAYS OF THE WEEK AND RESCINDING RESOLUTIONS IN CONFLICT
WHEREAS, the City's parking structures have been experiencing a marked increase for
evening activities, especially on Thursday, Friday and Saturday evenings; and
WHEREAS, the City wishes to provide secure and user friendly parking for all users of
the parking structures; and
WHEREAS, the parking program needs to continue to be self-sufficient for its financial
commitments; and
WHEREAS, the City has the support of the BIA to implement the late evening staffing
and fees for the parking structures; and
WHEREAS, the Council has considered the staff report and did hold a public hearing on
the proposed parking fees.
NOW, 'THEREFORE, BE IT RESOLVED by the Council of the City of San Luis Obispo
as follows:
SECTION 1. Resolutions 6333, 6658, 6963, and 8003 are hereby rescinded.
SECTION 2. The parking rate and hours for charging fees in the city's parking structures shall
be the first 90 minutes free and 50 cents per hour with a daily maximum of$3.00 per visit from
8am until 6:OOpm each Monday, Tuesday, and Wednesday.
SECTION 3. The parking rate and hours for charging fees in the city's parking structures shall
be the first 90 minutes free and 50 cents per hour with a daily maximum of$3.00 per visit from
8:OOam until 9:30pm each Thursday, Friday and Saturday. Sundays will be exempt from any
parking garage fees.

Some confusion has arisen as to the hours of operation, versus the
hours of charging for use of the parking structure. The intent of
the proposed agenda item is to parallel operations currently in
place on Thursday nights, with additional Friday and Saturday
evenings. Operations currently in place on Thursday evenings
charge user fees for' all vehicles entering the garage until
9: 30 PM. User fees are collected until 11:00 PM. Thus citizens
entering the garage at 9:30 PM receive 90 minutes of free parking
and exit the garage free of charge at 11 PM, whereas citizens
entering the garage at 9 PM and exiting at 11 PM are charged $.50
at 11 PM.
To clarify the hours of operation, versus the time of collection,
staff is suggesting that Section 3 of the attached resolution be
changed to read from 8 AM until it PM each Thursday, Friday and
Saturday. Given the 90 minutes free parking already in place, the
confusion between hours of operation and charges for services
should be clarified.
