SUBJECT: APPOINTMENT RECOMMENDATION
TO THE HUMAN RELATIONS COMMISSION
RECOMMENDATION:
By motion, reappoint Trish Avery to a four year term to expire 3/31/99, and reappoint Joan
Lawrence to a three year term to expire 3/31/98.
DISCUSSION:
Two terms will expire on 3/31/95: Trish Avery and Joan Lawrence, both of whom are
eligible for reappointment. After reviewing all candidates and conducting interviews, the
Council Subcommittee is pleased to reappoint both Trish Avery and Joan Lawrence.
Copies of their applications are attached. All others are available from the Council
Secretary.

Current Experience:
Retired in 1987 from a thirty-five year career in Corporate Executive
Management that included employment in both Government and Private
Sector, my most recent volunteer service includes the following:
1989-Pres. Juvenile Justice/Delinquency Prevention Commission
Cnty Appt To ensure adherence to applicable Juvenile Justice and
Welfare codes, Commissioners are committed to
surveillance through physical inspections of jails,
group,foster homes and other agencies responsible for
administering child and youth care services in this
county.
1989-Pres. Area Agency on Aging
Cnty Appt. As a member of the board of Directors, I am committed
to participating in the planning and allocating services
for seniors that meet requirements as specified in
needs assessment and the Older Americans act.
1990-Pres. Human Relations Commission .
City Appt. Commissioners are committed to hearing grievances
from members of the community, researching facts
and, based on findings, deciding and supporting
recommendations to the City Council for actions. Also,
as a member of planning and allocations, I participate
in making recommendations for the allocation of funds
in support of needs assessments for agencies
supporting low income families, or the incapacitated.

1989-1992 A Vestry member, St. Stephen's Episcopal Church
Members were required to make recommendations to
the Rector for actions relative to church business in the
parish, the community and the diocese. Having
finished a three year term on the vestry, because of
conflict with other community activities, I did not renew.
However, I remain active on the Parish Council, an
active delegate to convention and active in the Church
Choir.
1990-1992 A member of the Board of Directors of the San Luis
County Arts Council
As a member, participated in making recommendations
to City and County Planning relative to local
neighborhood Art Projects throughout the County.
Recommended individual Artists for monetary awards
and participated in the allocation of funds from the
California State Arts Council. Due to lack of funds from
the State for 1992 which made the Council relatively
inactive, I accepted an offer of membership on the
Board at E.O.C.
1992-Pres. A member of E. 0. C. Board
Priv. Sec. As a member of the E.O.C. Board, having enjoyed
representing the low income section and the Head
Start Program, in particular, my interest is inclusive of
the Private Section as well. I work both monetarily and
voluntarily with the 'The Family Care Network Inc.", as
well as other agencies as required. It is a joy to work
with board members and staff whose esprit de corps
encourages the many separate entities of E.O.C. to
operate as a whole in creating an enormous amount of
good for a massive amount of folks that too many in
this county don't know exist. I would like to continue
not only as liaison to the Head Start Program, but serve
as liaison with other committees including continuance
with CCRC and with the planning committee in the
development of the strategic plan structure currently in
progress.

1993-Pres Mayors Task Force for a Safer Community
City Appt. Serve as Liaison from the Juvenile Justice Commission
along with membership from SLO Law Enforcement,
Civil Service members, Concerned Citizens, YMCA,
Conservation Corps, Parks and Recreation to formulate
a recommendation for what would constitute a
continuous wholesome community life.
Past Experience (Qualifications for all of the foregoing)
1950-1987 Fifteen years as Director, Air Force Communications for New
Priv. Govt. York, New Jersey, and Connecticut with jurisdiction over 85
agencies. Participated and directed parts of the development
of a world wide communications network through
telecommunication and computer integration. Developed
administrative and operational plans with ten year projection.
Administered a 2 to 3 million dollar annual budget.
Twenty two years experience in the Design and development
of management operating systems for corporate, government
and manufacturing agencies. Was Project Manager for the
total re-structuring of a Canadian Government corporation
which required the development of a new mandate for the
overall corporation as well as for each department, the
addition of new departments, and the re-structuring of
responsibilities and the deployment of human resources. The
project was scheduled for five year completion by the
Corporate President. It was completed in under three years.
Served five years as Administrator of the interest on an
Employee Charity fund (with principle in access of five million
from 23,000 employees). The fund was distributed mostly to
hospitals, private schools and agencies supporting
educationally deficient or totally disabled or handicapped
children as well as low income families with minor children.
The company was a supermarket chain in Canada and it
matched dollar for dollar the amounts allocated from the
employee fund.
