McCluskey, Public Works Director PREPARED BY: Morris D. Witbeck, Engineering Assistant`P!1u' SUBJECT: Submittal of Engineering Standards for Adoption. RECOMMENDATION: Adopt Resolution Approving Engineering Standards for Construction Projects. DISCUSSION- From time to time staff reviews the standard drawings used in constructing facilities. Changes to these standards are made if warranted. The standard drawings are made a part of city projects and provided to the public to use in their projects. It is important that the City Council approve all standards used in projects. The act of Council approval allows the City protection under the law from future claims of damage that may be attributed to the improvements constructed using these standards. The legal term for this protection is 'Design and Plan Immunity." In 1991 the Council adopted Resolution No. 6930 approving Engineering Standards for Construction of construction projects. Staff has now extended, expanded and revised the existing standards. Changes made reflect current practice and state-of-the-art techniques in the design and construction of facilities. They provide a more cost-effective and comprehensive set of standards. Typical of the types of new items added to the standards are: street name sign; precast base for manholes; standard title block for private development plans. Examples of modifications and changes to the standards are: revised uniform design criteria; updating of street tree list; upgrading of water service line components; and sealing of manholes to reduce infiltration. Some of the standards were just redrawn to make them clearer and represent no change at all. Staff is proposing in a companion agenda item that the City Engineer be given the discretion to make minor changes to these Standards to be better able to respond to changing conditions. A copy of the new revised standards is on file in the Council office. Those details which are new or have been revised are keyed in the index at the beginning of the standards. CONCURRENCES: All of the divisions within the Public Works Department have reviewed and approved the new standards as herein submitted. SIGNIFICANT IMPACTS: No significant fiscal impacts are foreseen. Attachment: Resolution Engineering Standards are available in the Council Office for inspection m Wvllsttls-rev A-/ RESOLUTION NO.
