Neumann, Fire Chief' Prepared By: Viv R. Dilts Tom Zeulner, Captain SUBJECT: Application for State of California Grant for Emergency Medical Equipment. CAO RECOMMENDATION: By motion, approve the request of the Fire Department staff to submit an application to the Office of Traffic Safety to be eligible to receive a State of California grant under the Governor's Highway Traffic Safety Program. DISCUSSION: State and Federal grants are occasionally offered to assist local governments with financial impacts associated with daily operations and/or State and Federal mandated programs. Grants provide an alternate revenue source that may be used to augment new or existing governmental projects. Before grant authorization, an application process is followed by qualifying for an application packet, filling out the required documents, and submitting them to the appropriate agency for approval. Currently, the Fire Department is requesting replacement of a rescue vehicle/ambulance and associated medical equipment in its 1995-97 financial plan. The City has become aware of an opportunity to apply for a Governor's Highway Traffic Safety Program Grant. This grant, if awarded, could significantly help with the costs of both the rescue vehicle/ambulance and its equipment. Twenty-five percent of the total purchase price for the rescue vehicle/ambulance with associated paramedic supplies could be repaid. In addition, 100% of the costs for an air bag lifting system and jaws of life could also be reimbursable. FISCAL EMPACT: There is no cost to apply for these grants. Minimal staff time will be required to fill out applications. There are no long term obligations with this grant. Funds received via these grants will be used toward a vehicle and equipment that are requested to be purchased in fiscal year 1995-96. If the request for this grant is approved, a return of between $16,000 and $45,475 could be forthcoming dependent upon the level of funding available. Significant savings could be realized if the City is successful in this process.
