SUBJECT: Parking Lot #3 Extension, Specification No. 95-20
CAO RECOMMENDATION:
By motion 1)approve plans and specifications for Parking Lot#3 Extension,Specification No.95-20 2)authorize soliciting
of bids 3) authorize the CAO to award a contract if the lowest responsible bid is within the engineer's estimate and 4)
appropriate an additional $71,000 from the parking fund unappropriated balance to the project account.
DISCUSSION:
On October 14, 1994 the CAO approved demolition of the Kozak Garage at Palm and Morro Streets. During demolition,
engineering staff prepared plans and specifications for a public parking lot on the site according to Council direction at
its meeting of June 21, 1994. This new lot will have 24 metered spaces bordered by Mission Plaza-style sidewalk and
extensive landscaping, and result in 18 net new overall parking spaces.
The Architectural Review Commission will review this project on June 5, 1995. Any changes to the project will be
incorporated into the plans and specifications before the project goes out to bid.

Engineer's Estimate $87,300

Difference $71,000
The budget estimate was based on a site size of about 10,000 square feet and a construction cost of about$2.50 per square
foot. $2.44 per square foot was the approximate cost to construct the SLOMED Parking Lot,where the median bid was
$18,281 and the parking lot size was 7,500 square feet. During design of Parking Lot#3 Extension,the following features
were included which were not part of the SLOMED Parking Lot:
Mission Plaza-style Sidewalk, Driveway Ramp, and Sidewalk Ramp $41,000
Street Trees and Mission Plaza-style Tree Wells 4,000
Bike Locker Pad 1,500
Additional Grading, Base Material, and AC Paving 6,000
Concrete Planter Curbing (vs. Redwood Headers) 6,000
Lighting 2,000
Surveying 1,5500
Contingencies 8.700
$70,700
This amount accounts for almost the entire difference between the engineer's estimate and the budget estimate. Does the
project still make sense at the higher cost? Revenue from the parking meters should bring in$10,000 to$20,000 each year
to the parking fund, so construction costs should be recovered in five to ten years rather than the two to three years
originally envisioned. The parking lot will probably remain at least ten years pending ultimate development of the site.
