CAO RECOMNIENDATIONS:
By motion,
1) approve the "Invitation for Bids to Furnish One Skid Steer Loader with Cold Planer -
Specification No. 9548.520.556" (cost estimate: $29,000)
2) authorize staff to advertise for bids
3) approve transfering $30,500 into the project account
DISCUSSION:
In 1992 Public Works purchased a 25 horsepower skid steer loader (ID# 923 1) for sidewalk repair
and drainage channel cleaning work. Although the loader is useful in that limited role, it would be
much more valuable and productive with a cold planer attachment for grinding concrete and grinding
asphalt before resurfacing. Unfortunately, the existing loader does not have enough power and
hydraulic capacity to operate a cold planer attachment.
Public Works staff proposes trading in the existing loader and purchasing a new 50 horsepower skid
steer loader with cold planer attachment: The purchase price of the existing loader in 1992 was
$11,325. One equipment dealer has estimated its trade-in value at $8,000.
The new equipment would allow the street maintenance crews to perform two tasks they cannot
perform now:
1) Grinding asphalt sections before resurfacing: Standard procedure now for repairing surface
pavement deterioration without a cold planer is to remove all of the material and reconstruct the
section with a deep lift of asphalt. This takes more time and uses much more material than
resurfacing with one or two inches of asphalt. But resurfacing requires scarifying the existing
pavement surface with a cold planer, which typically rents for about $200 per hour. With a cold
planer, the paving crew could repair deteriorated pavement surfaces faster and use less material.
2) Grinding large sidewalk displacements: Some hazardous sidewalk displacements are too large for
the existing small concrete grinder, and the only alternative is expensive removal and replacement.
The cold planer could grind down most of these large displacements, and the repairs could be finished
off with the small grinder. This would be a less expensive alternative to reconstruction.

projects account to the project account for the new skid steer loader.
