CAO RECOMMENDATIONS: By motion, 1) approve plans and specifications for "Bridge Replacement and Street Reconstruction Project: Elks Lane, City Plan No. L-10H" 2) authorize staff to advertise for bids on the construction contract 3) authorize the CAO to award the construction contract if no additional appropriations are needed at the time of award 4) appropriate an additional $480,300 in grant revenue and an additional $397,300 for project expense DISCUSSION: Back and This project will replace the existing bridge on Elks Lane over San Luis Obispo Creek and recon- struct the pavement over the entire length of Elks Lane. Project objectives include: o preventing future failure of the existing bridge from continued deterioration O providing continuous bike lanes and walkways over the bridge .O increasing load capacity o increasing stormwater flow capacity under the bridge o maintaining existing police and fire response times O restoring the street pavement to make it smooth and safe State bridge inspectors have examined the existing bridge (originally built in 1939) and documented four major deficiencies: structural deterioration, substandard width, inadequate load capacity, and potential obstruction of stormwater flows. Because of these deficiencies, these inspectors have determined that this bridge is eligible for replacement with a federal Highway Bridge Replacement and Rehabilitation (HBRR) grant. Contract Award Authority It is important that the CAO be authorized to award the construction contract if no additional appropriations are needed at the time of award. If the contract award is delayed for any reason, staff must cancel the contract because the contractor will not be able to finish work and be out of the creek by the end of October — a stipulation of the permits issued by state fish and game officials. These costs are summarized below: Capital Costs: Right of Way Acquisition (actual) $ 22,000 Construction (estimated) 469,000 Miscellaneous (actual) 17200 Operating Costs (staff time): Design (actual) 33,100 Construction Management (estimated) 60.900 Total Eligible Costs $586,200 Reimbursement Available (80 percent) $469,000 When this project was formally proposed in 1989, staff assumed that the state would be manage the project and pay the project costs while the city would simply pay its matching share of the costs. Since then, the state has reduced its construction management staff and now cannot manage the project as originally planned. So the situation is reversed: the city will now be managing the project and receiving grant reimbursement for the federal portion of costs incurred. Under the original arrangement, the city appropriated only $71,700 to pay its share of the construction cost. But now the city needs to appropriate an additional $397,300 to pay the entire construction cost. This appropriation can be covered by the anticipated grant revenue. No additional general fund money is needed. Paying for the Street Reconstruction The $227,000 needed for the street reconstruction costs will come from the 1994/95 appropriation for street reconstruction and resurfacing, which has a current balance of$784,100. An ongoing State- Local Transportation Partnership Program (SLTPP) formula grant will pay for an estimated five percent ($11,400) of all eligible street reconstruction costs.
