SUBJECT: Sidewalk Scrubbing Machine Replacement
CAO RECOMMENDATION:
Approve transfering $8,600 from the equipment replacement fund completed projects account to a
project account for acquisition of a new sidewalk scrubbing machine
DISCUSSION:
Using equipment and materials supplied by the city, a janitorial services contractor furnishes labor to
scrub downtown public sidewalks periodically as scheduled. The city purchased the existing sidewalk
scrubbing machine in 1992 with no idea of its potential service life. Over the last three months the
scrubber has broken down a few times and required expensive and time-consuming repairs. In one
instance, an electrical problem put the machine out of service for a month because repair parts were
backordered. During that time downtown sidewalks could not be cleaned and became unacceptably
dirty.
Public Works recommends buying a new machine and placing the existing machine into backup
service to avoid future interruptions of sidewalk scrubbing activity. Based on the continued hard use
expected (seven hours a day, six days a week), Public Works estimates that scrubbing machines will
have to be put on a three year replacement schedule.
CONCURRENCES:
The Downtown Business Improvement Association Administrator has reviewed this proposal and
concurs with it.
FISCAL EVIPACT:
The cost of new sidewalk scrubbing machine is $8,600. Because this is a premature equipment
replacement, staff recommends transfering $8,600 from the equipment replacement fund completed
projects account to a project account for acquisition of a new sidewalk scrubbing machine. There is
currently a $40,500 balance in the completed projects account.
