Material Removal: Prefumo Arm of Laguna Lake, Specification No. 95-14.
CAO RECOMMENDATION:
By motion,
1) Approve specifications for "Material Removal: Prefumo Arm of Laguna Lake, Specification No.
95-14",
2) Authorize staff to advertise for bids, and
3) Authorize the CAO to award the contract if the lowest responsible bid is within the budget.
DISCUSSION:
The Prefumo Arm of Laguna Lake is the settling point for large quantities of silt carried down Prefumo
Creek by storm waters. The material must be removed from the arm periodically to prevent clogging of
adjacent storm drainage structures and to prevent flooding of streets and homes. The area was most
recently dredged in 1990.
In 1992, a biological survey of Laguna Lake, including the Prefumo Arm, was completed. The survey
concluded that if work occurred during the dry months and dredging work did not remove the willows
along the top of the slope, the work could be completed without damaging the area as a habitat for
wildlife. In addition to these conditions, the Army Corps of Engineers is requiring the monitoring for
three years by a biologist/botanist to assure the re-establishment of native plants.
CONCURRENCES:
The City has obtained a Fish and Game Agreement and Department of the Army Permit for the work.
The California Regional Water Quality Control Board has issued a waiver for the project. The
Community Development Department has given this project a categorical exemption.
FISCAL IMPACT:
The budget for the Laguna Lake sediment removal for the Prefumo Creek Inlet is $190,000 (page E-7 of
the '95297 Financial Plan and pages 74-75 of Appendix B to the '95297 Financial Plan). The engineer's
estimate for this project is currently $100,000. The estimate for the work will be refined just prior to
bidding based on actual cross sections in the channel. The City will be requesting reimbursement from
the County Zone 9 funds.
