Dilts, Administrative Assistant SUBJECT: State of California Grant Resolution CAO RECOND IENTDATION: Adopt a resolution specifying that at least $1,315,806 will be contributed by the City towards the construction of a new headquarters fire station and authorize the Fire Chief to be the designated agent for signatures. I DISCUSSION: On June 23, 1995, the Division of the State Architect awarded a local government grant to the City . of San Luis Obispo in the amount of$610,998. This award was pursuant to the Earthquake Safety and Public Building Rehabilitation Act of 1990 which provided $50 million for retrofitting or replacing seismically-deficient local government essential service, emergency, and public safety buildings. It was determined by the firm of Applied Engineering that the cost for seismically retrofitting the existing headquarters station was $862,897. Under the guidelines of this grant, approximately 75% of this cost could be applied to the construction of the new fire station. To begin processing payment, the State has requested a resolution specifying the exact dollar amount the City will be contributing. The State is requiring a commitment by the City in the amount of $1,315,806, which amounts to 75% of the State's estimate for a new building replacement. Council has approved $3,182,772 in funding for the new facility. (This number includes off-site improvements, the training facility, and design costs, which do not qualify.) The State is also requesting this resolution contain the name of the individual authorized to sign as agent for the City. As the Fire Chief has acted as the City's authorized agent throughout the application process, it is appropriate that he be the designated agent for the purposes of payment. FISCAL IMPACT: Significant cost recovery in the amount of$610,998 will be received for assistance in offsetting the costs for the new headquarters fire station. (1995 Series) SPECIFY THAT LEAST $1,315,806 WILL BE CONTRIBUTED BY THE CITY TOWARDS THE CONSTRUCTION OF A NEW HEADQUARTERS FIRE STATION AND AUTHORIZE THE FIRE CHIEF AS AGENT FOR THE CITY REGARDING THIS GRANT WHEREAS, the City of San Luis Obispo entered into an Agreement for a Local Government Grant on June 23, 1995 for the recovery of costs relating to the replacement of its seismically unfit headquarters fire station, and WHEREAS, total costs in the amount of$3,182,772, are specified for the replacement of this fire station, WHEREAS, throughout the entire application process, the Fire Chief has been the authorized official. NOW, THEREFORE BE IT RESOLVED, the City Council of the City of San Luis Obispo does hereby agree to contribute at least $1,315,806, which is more than the 75% contribution required by the State of California to qualify for a local government grant, and authorizes the City's Fire Chief to sign as its agent.
