Subject: Open Space ion
For ease of reference this coming Tuesday night, the Mayor has suggested that the attached
information concerning open space financing be redistributed. While we do not anticipate
getting deeply into the financing issues during the study session, having this,information
handy may be useful. Staff intends to return to Council in October to review the financing
issues, including alternatives for initiating the community process necessary to build
consensus for a long term open space funding program.

SUBJECT: STATUS OF OPEN SPACE FINANCING PLAN
At the July 25 meeting, one of the Council's actions was to direct staff to prepare an open space
implementation financing plan.
While there is certainly work ahead of us in doing this, I thought it would be appropriate to remind
ourselves that a great deal of work on this has already been done. Significant work products to
date include:
■ Preparation of a comprehensive financing plan in 1993 by Economic Research Associates
(ERA) as part of the Open Space Element.
■ Open space financing forum held in July of 1994.
The attached agenda report from August of 1994 summarizes the results of ERA's analysis and the
community forum. Exhibit AA from this agenda report provides a good summary of the general
findings of the ERA study and the options available to us. Also attached as background
information is the Council agenda report prepared in May of 1994 which resulted in our holding
the community open space forum last summer.
Copies of the full ERA report are available upon request. If you have any questions concerning
the status of the open space financing plan, please do not hesitate to contact me.
Transcending "where have we been" is "where are we going". Next week the staff "team" is
commencing this work. By October or November we plan to have a work product to bring back
to Council as a prelude for further review by either (A) another community open space financing
forum, or (B) a citizen open space financing committee. We would like to have this review
wrapped up by late February or March for Council review and adoption or if necessary, for
submission to the County for a November election.
ATTACHMENTS
■ Council agenda report dated August 16, 1994 summarizing the results of the open space
financing forum held on July 18, 1994 and providing background materials on the findings
and conclusions of the ERA study.
■ Council agenda report dated May 24, 1994 outlining two basic approaches to open space
financing ("do something now vs comprehensive approach") and recommending holding an
open space financing forum.
