The undersigned residents are deeply concerned with the recent approval
of the Emerald Hills subdivision.
Traffic impact on Diablo Drive was not adequately considered by the
Planning Commission, County Supervisors or the City. Reference was made
in the Environmental report to limiting construction traffic and
subsequently not discussed.
This street was constructed as an access to laguna Estates and not as the
main access to another subdivision.
The street has a steep hill and a blind spot approximately 30 yards before
the Del Rio intersection. Diablo Drive egresses to Los Osos Valley Road,
which has heavy traffic with speeds frequently in excess of the 45 mph
speed limit
We are requesting that-the City conduct a traffic impact study related to
the additional traffic anticipated with the 32 home subdivision. This may
assist the City to mitigate the financial and liability impact on the City and
Taxpayers.
We feel that the increased traffic will be a disaster waiting to happen.

Four years ago, a multi-disciplinary San Luis Obispo Committee was
formed to address the issues around Student Housing. A consultant
was hired, a number of meetings occurred and some minimal action
matched the weight of the concern - - at that time.
As per the attached news clipping from The Mustang Daily, it
appears we have an opportunity to anticipate student housing
concerns that may - in fact - become a housing crisis in the upcoming
years.
I have been in contact with Dr. Allen Haile, Director of Community
Relations and Government Relations at Cal Poly, as well as Dr. Gil
Stork, Director of Student Services at Cuesta College. We want to re-
create a similar committee to initiate proactive planning. Clearly, Cal
Poly wants to continue increasing its enrollment and a number of
options have been suggested by leadership in our San Luis Obispo
Residents for Quality Neighborhoods.
I seek Council concurrence to agendize this concern in an effort to
access city staff involvement as well as officially be designated as the
Council representative to the committee. The plan is that Dr. Haile
and I would co-chair the effort.
