Approve the PCCs recommendation to give a grant-in-aid of $1,000 to Centerpoint Theatre
Group to fiord the production of promotional materials.
Each year the PCC makes grants to local non -profit orgarn nations that promote programs of
cultural benefit to residents of the City or of tourism promotion advantage to the City. The
granting cycle begins in February and grants are finally issued effective with the beginning of
the fiscal year in July. Over the past several years, one on the grant recipients has been the
Centapoint Theatre Group. Centerpoint Theatre Group presents performances which focus on
educating and increasing public awareness of the excellence and cultural diversity of live
contemporary theater . It has continued to gain wide recognition both within and outside the
country for innovative and high quality theater.
At the time of the 1996-97 granting cycle, Centerpoint Theatre Group was faced with the
possibility that its performance location might not be available for the coming season, and was,
therefore, unable to submit a grant application. The location problem was finally favorably
resolved and the group is now able to present its performance season. In October, Centerpoint
Theatre Group came to the PCC requesting that it consider using reserve funds to help with the
purchase of additional lighting. The PCC replied that it does not grant fiords to purchase
equipmert, but that it would consider malting a mid -year grant to support promotional materials.
Centerpoint Theatre Group then modified its request, as directed by the PCC, and at its December
11, 1996, meeting the PCC approved recommending to Council a grant in the amount of $1,000
for the production of promotional materials.
Each year when the PCC grants are awarded, a small amount of fimding is reserved in
anticipation of an unforeseen request occurring outside the regular grant cycle. The PCC felt that
because Centerpoint Theatre Group provides an important alternative theater experience for its
audiences and has been a successful grarrt recipient for the two prior years, it should not be
penalized for being unable to meet the regular 1996 -97 grant deadlines due to the initial
uncertainty about a performance location. There is currently a grant reserve balance of $1,220,
plus $5,000 which was encumbered in the hopes that La Fiesta would occur in 1996. The PCC
feels that using $1,000 of the reserve balance to fund Centerpoint Theatre Group's request is

The Grants -m-Aid account Mince for Cultural.Activities is currently $1,220. In addition, $5,000
was encumbered for the 1996 la Fiesta event, which did not occur, and is still available should
there be a need for reserves in the future.

On behalf of Centerpoint Theatre Group, I am writing to you to inquire about the availability of any
discretionary fimds that might still be available through the PCC.
Centerpoint has gratefully been the recipient of fimdmg through the PCC for the past two years,
using money received to develop new works and to present our annual AIDS awareness project.
This year, we faced the uncertainty that our location might not be secure for the coming season and
thus were unable to meet the application deadline set by the PCC. The situation has been favorably
resolved and we are looking forward to more dynamic and exciting seasons of live theatre.
As you know, Centerpoint is unique in the local theatre community in that we combme local and
professional artists to present some of the most exciting and compelling theatre around. Our
reputation is growing steadily, our artistic and organizational sides are thriving. We continue to
attract patrons from within and without of our county and are being watched by professionals from
a number of theatres. All this combined means that we are securely on our way to establishing a
resident non -profit professional theatre company for our community. The possibilities are endless
and we are most excited. But we need some help.
Recently (about the same time we thought we would lose our lease -not a good month) the very
kind person who had loaned us lighting equipment for the past three years, had to call all the
equipment back in. That left us with a great season and no lighting -much like having a boat and no
water. We would like to appeal to the PCC to help us continue -our five show season, our AIDS
project, classes, outreach etc. with lighting. Please be so kind as to consider our appeal. I look
forward to hearing from you.

PROJECT DESCRIPTION
Centerpoint Theatre Group requests $1000.00 dollars for the production of promotional
materials. This will include brochure, posters, flyers and postcards.
This. project is geared to attracting new patrons, building our subscription base, and
keeping past patrons apprised of our activities.

DRAFT REGULAR MEETING MINUTES
December 11, 1996

CALL TO ORDER
The meeting was called to order at 5:36 p.m. by Chairman Bill Pyper, with the following
members present: Sandy Baer, Pati Brown, Anne Cruikshanks and Dianne Long. Absent were:
Natalie Diggins and Carol Ann Lockary. Wendy George served as staff. Also present were:
Maggie Cox, Jennifer Best, Dave Garth, Joni Biaginni and Deborah Holley
2. PUBLIC COMMENT
There was no public comment.
3. APPROVAL OF MINUTES
The minutes were approved by acclamation.
4. REPORT FROM BIA ON DECEMBERFEST
Deborah Holley from the BIA presented the "Saga of the Decemberfest Banners." Although the
initial Decemberfest was coordinated under the auspices of the BIA, the intention was that
Decemberfest evolve into a separate non - profit organization. As a result, last year it was
coordinated by its own paid coordinator, Betsy Lyons. While the BIA put on several events last
year, at its own cost, it was not responsible for the full event. Following last year's event, the
BIA requested a debriefing and accounting from Decemberfest. Neither was provided. Instead,
Decemberfest requested an additional $2,000 from the BIA to help recoup money owed for the
brochure. The BIA felt no obligation for this additional funding, and the BIA board
recommended that for 1996 the BIA develop its own holiday celebration rather than
participating in Decemberfest. Decemberfest then died for lack of leadership. Deborah has,
however, been in touch with the company that made the banners and is currently storing them.
The BIA will arrange to have the banners returned to San Luis Obispo and will consider using
them in the future with the words "Decemberfest" covered by a patch. The BIA will also find
out what needs to be done with the invoice it received for storing and hanging the banners for
1996. Hopefully, the invoice will be cancelled. The PCC members were very unhappy that the
$30,000 seed money to Decemberfest was effectively wasted and indicated that they would
be much more careful in the future about granting "seed money ". Deborah also passed out
information on the Holiday of Lights which is the BIA's holiday promotion for this year.
5. REQUEST FROM CENTERPOINT THEATRE GROUP
The revised request from Centerpoint Theatre Group was discussed. Staff expressed Natalie
Diggins' concern about the generality of the request. It was moved by Sandy Baer, seconded
by Pati Brown and unanimously approved that the PCC recommend to Council the approval of
a $1,000 grant to Centerpoint Theatre Group.
6. GOALS FOR 1997 -99 FINANCIAL PLAN
Chairman Pyper asked PCC members to comment on his proposed goals, after first pointing out .
that the numbers will be broken down into two years on the final draft. Pati Brown and Dianne
Long had both provided some written suggestions for language changes. Chairman Pyper then
asked the promotional agencies for input. Joni Biaginni of the VCB presented the VCB's request
for $92,700 per year which is 3.5% of the 1995 -96 TOT. The VCB is also looking to develop
a targeted off - season advertising campaign similar to "Time to Coast" used by Monterey. She
