STAFF RECOMMENDED MAJOR CITY GOALS
While there are a number of individual program goals and objectives that will be presented for Council
consideration in the Preliminary 1997 -99 Financial Plan as ways of improving day -today operations, the
following ten goals reflect areas where we believe strong Council support and commitment will be required in
order to accomplish high priority, important community goals.
■ Long -Term Fiscal Health. Protect the City's long -term fiscal health in order to continue strong basic
service levels and maintain existing capital facilities, including exploring creative and fair methods of
enhancing city revenues as necessary.
■ Facilities and Infrastructure Development, Maintenance and Rehabilitation. Address existing
infrastrucpue deficiencies by: (1) completing the facilities master plans for our water and wastewater
systems; (2) developing a comprehensive storm and flood management plan, and identifying additional
funding sources to implement the plan; and (3) making greater progress under the pavement management
plan.
■ Long -Term Water Supply. Continue strong efforts to secure the City's long -term water supply by: (1)
constructing Phase 1 of the water reuse project; (2) continuing progress on the Salinas reservoir project,
including certifying the EK and (3) working with other agencies to further the progress of the Nacimiento
project, including consideration of the EIR and approval of the agency participation agreement.
■ Youth Athletic Playing Fields. Continue to implement the parks and recreation element of the General
Plan, focusing on increasing the availability of athletic fields for youth sports.
■ Student Housing. Protect the City's neighborhoods by working with Cal Poly to encourage the University
to develop additional on- campus student housing.
■ Open Space Protection. Protect the integrity of the City's borders and the overall character of the
community through creative open space protection methods, including annexations that yield significant
open space resources (such as easements, dedications and open space fees) and the means of financing
desired open space acquisitions.
■ Economic Development. Promote the creation of more head -of- household jobs in the community by
continuing a strong economic development program and annexing the airport area.
■ Preservation of San Luis Obispo as Retail Trade Center. Enhance commercial areas by: (1) negotiating
a development agreement for the Dalidio property that permanently protects the open space area and
improves City revenues; (2) encouraging the redevelopment of the Central Coast Mall and improved
integration between the Mall and the Madonna Plaza shopping area; (3) developing a special design plan
for the mid- Higuera Street area; and (4) assuring adequate parking for the downtown.
■ Information and Communication Technology. Continue our commitment to using information
technology as a key strategy in improving productivity and customer service by implementing new public
safety, financial management and records management systems, and by further advancing the GIS system
and other technologies.
■ Effective Worldng Relationship with Board of Supervisors. Advance City goals and plans by working
more effectively with Board to: (1) create a greenbelt around the City (preserve open space); (2) annex
airport area,; (3) prevent residential subdivisions outside the City limits; and (4) prevent rezoning of
agriculture to industrial outside the City limits.
