♦ RECOMMENDATION: Give final passage to Ordinance No. 1318.
C3. AFFIRMATIVE ACTION PLAN (SLATE/626)
Consideration of an update of the City's Affirmative Action Plan. (Affirmative Action Plan is
available for review in the Council office.)
♦ RECOMMENDATION: Adopt a resolution updating the recruitment goals of the City's
Affirmative Action Plan.
C4. ENVIRONMENTAL GRANT APPLICATIONS (HAMPIAN/487)
Consideration of approval of applications for grant funds for the City's Natural Resources
Program from the U.S. Environmental Protection Agency and from the California Trails and
Greenways Foundation.

♦ RECOMMENDATION: Approve submittal of grant applications: (1) from the United States
Environmental Protection Agency in amount of $30,000, in conjunction with the Land
Conservancy of San Luis Obispo County; and (2) from the California Trails and Greenways
Foundation in amount of $2,000.
C5. UTILITY TRENCH REPAIR (McCLUSKEY/97-36)
Consideration of plans and specifications for"Utility Trench Repair Project 1997-2";
Specification No. 97-36, Engineer's estimate $66,000 including contingencies. (Specifications
available for review in the Council Office.)
♦ RECOMMENDATION: Approve specifications for"Utility Trench Repair Project 1997-2;
authorize staff to advertise for bids; authorize CAO to award the contract if the lowest
responsible bid is within the Engineer's estimate; approve the transfer of budget to fund the
project from the water fund completed projects account and the water distribution CIP project
account.
C6. FLEET MODIFICATIONS (McCLUSKEY/)
Consideration of paving equipment acquisition in the amount of$165,000,and fleet
modifications.
♦ RECOMMENDATION: 1) Cancel the existing equipment replacement project to buy two
new 5-yard dump trucks; 2) cancel the existing equipment replacement project to buy one new
stakebed truck; 3) approve a new equipment replacement project to buy the following:
• one used 3-axle, 10-yard dump truck
• one new 1 '/2 ton utility truck
• one new 1 'h ton multi-purpose truck with detachable stakebed and detachable chipper box
• one new tiltbed equipment trailer
• one new 150 CFM air compressor; and
4) authorize Public Works to buy one used 3-axle, 10-yard dump truck without sealed bids
and authorize the CAO to award the purchase contract.

Public hearing to consider an appeal by Glen Johnston of a Planning Commission action
approving an addition to a non-conforming residence at 1990 Loomis with the requirement that
the applicant install sidewalks on both street frontages.

2. CONEJO AREA STORM DRAINAGE (McCLUSKEY/97-04 - 45 min.)
Consideration of the Conejo Area Storm Drainage project. (Plans available for review in the
Council Office.)
♦ RECOMMENDATION: Approve concept plans to modify the rock catcher and culvert
entrance. CAO to authorize advertising for bids when necessary permits have been acquired.
Authorize staff to proceed with the modifications to the rock catcher only by July of 1997 if
authorization from the property owner of the culvert entrance can not be obtained to complete
the entrance modifications. Direct staff to cease further efforts to design and construct an
overflow protection wall.

3. POWER BLOWERS (JONAS/703 -45 min.)
Consideration of the current power blower regulations.
♦ RECOMMENDATION: Affirm previous Councilp�ioA on power blowers: retain hourly
limits and continue with educational program.

4. TRANSIT ADVERTISING (McCLUSKEY/546 - 20 min.)
Consideration of advertising on SLO Transit buses.
♦ RECOMMENDATION: Approve resolution establishing a policy that allows exterior
advertising on SLO buses, and authorize staff.to negotiate an agreement for in-lieu advertising
on the exterior of SLO transit buses and return to Council for final approval.
5. CITY HALL IMPROVEMENTS (McCLUSKEY/9101-540-553 - 20 min.)
Consideration of the City Hall Seismic Safety/HVAC Project budget.
♦ RECOMMENDATION: In order to cover projected budget shortfalls for the City Hall Seismic
Safety/HVAC project: 1) authorize transferring $55,000 from the capital outlay fund completed
projects account to the project budget; 2) appropriate $145,000 from the unappropriated
balance of the general fund to the project account.
