CAO RECOMMENDATION Receive oral presentations by the Natural Resources and Economic Development Managers concerning activities and accomplishments in their program areas. DISCUSSION The Natural Resource and Economic Development programs were major initiatives of the City Council during the 1995-97 financial planning period. The Natural Resources program has now been staffed for a full year, and the Economic Development program for a little over seven months. Staff thought it would be helpful to update the Council on activities and accomplishments in these high priority program areas. Attached are outlines of the areas that the Natural Resource and Economic Development Managers will cover in their respective presentations to Council, following action on the mid-year budget report. These presentations.are intended to be brief in order to allow time for questions and answers. Attachments 1. Natural Resources Program Activity Outline. 2. Dave didn't inform me of the change, prior to faxing it to all council members. After receiving his fax, I called him to ask why the change. He said that he had spoken with several people, including candidate Penny Rappa, subsequent to the candidate interviews. Apparently these conversations were persuasive enough to change Dave's original recommendation. The fact remains that Dave and I agreed, as the council's subcommittee, to recommend John Ashbaugh, John Ewan, and Mary Whittlesey. This was a compromise recommendation arrived at after thoughtful input and advice from Planning Commission Vice-Chair Charlie Senn, who attended all the candidate interviews. To uphold the integrity of the selection process, I ask the city council to support its subcommittee's original recommendation of Ashbaugh, Ewan, and Whittlesey. ecUNCIL CDD DIR JCAO ❑ FIN DIR 6 ACAO ❑ FIRE CHIEF ", TTORNEY ❑ PW DIR CLERWORIG ❑ POLICE CHF ❑ MGMr TEAM ❑ REC DIR ❑ RAD FILE ❑ UTIL DIA ❑ PERS DIR RECENEM FEB 2 4 1997 CITY COUNCIL' QAN I.11IQ ORKPO.CA MEL- ING AGENDA DATEI ITEM # February 24, 1997 MEMORANDUM TO: Council Colleagues FROM: Dave Romero SUBJECT: PLANNING COMMISSION APPOINTMENT I have spent the last several days contemplating the compromise recommendations presented by the Council Subcommittee for the Planning Commission appointments. I find that I am increasingly uncomfortable with the Subcommittee not recommending the person who I feel is best qualified. I am, therefore, withdrawing my support for the recommendation of John Ashbaugh for an appointment. John has good qualifications and would probably make a good Planning Commissioner. However, in my view his qualifications do not compare with those of Penny Rappa, therefore, I am submitting Penny's name for consideration. I request that separate action be taken on the appointment recommendations so as to give the Council their choice of applicants. This process is outlined in the Advisory Body Handbook, Section III.C.3 (see attached).
