SUBJECT: APPOINTMENT RECOMMENDATIONS
TO THE PERSONNEL BOARD
RECOMMENDATION
Appoint Norie Placak to a three year term to expire 3/31/2000, Tricia Gomez to a two year term to
expire 3/31/97, and thank long-time members Frank Martinez and Chuck Adoff for their service.
DISCUSSION
Two terms will expire on 3/31/97: Chuck Adoff who is not eligible for reappointment due to serving
the maximum term, and Frank Martinez who is retiring. After advertising and interviewing applicants,
the Council Subcommittee is pleased to make the recommendations as listed.
Copies of Ms. Placak's and Ms. Gomez' applications are attached. All Others are available from the
Council Secretary.

SUBJECT: Reprogramming or Elimination of Selected Capital Improvement Plan
Programs
CAO RECONMENDATION
Amend the 1995/97 adopted Capital Improvement Plan(CIP)list by reprogramming or eliminating the
following projects:
A Upgrade of Taylor playing field($100,000).
B. Transfer funding for City Hall door modifications from General Fund to Community Development
Block Grant Fund($20,000).
DISCUSSION
The CIP Review Committee met recently to review all projects currently adopted for implementation.
As a result of that review,the two projects listed above were identified as projects which could either
be eliminated or reprogrammed from General Fund to other funding sources. In an effort to bolster the
City' financial position and help meet the Council's budget goal of$1.9 million for CIP which maintain
infrastructure,the Committee felt that removing these two projects from the CIP would help achieve
that goal.
Taylor Field Rehabilitation
In the 1995/97 budget, it was anticipated that in 1996/97 the City would spend$100,000,in
cooperation with the San Luis Coastal Unified School District,to rehabilitate Taylor Field. Recent
discussions with the School District have indicated that they are not ready to initiate this project in the
near future. However,because of the delay,they plan to fund this rehabilitation project with their own
funds,thus making the$100,000 that the City set aside for this project available for other purposes.
City Hall Door Rehabilitation
This project was originally proposed as a Community Development Block Grant(CDBG)funded
project. However, during the CDBG funding hearings,the City Council changed funding from CDBG
fund to the General Fund, in order to fund other CDBG projects. With the current recommendations
before the City Council for the upcoming CDBG program,this project could be included in the generic
project for ADA access improvements. Theproject is still required to provide an easier means of
access to City Hall, as the doors are quite heavy and hard to open. It is still planned that the project
would proceed;however,it is recommended that the source of funding be changed from General Fund
to CDBG funding, with the adoption ofthe 1997/98 Community Block Grant Project list.

FISCAL EMPPACT
These two recommendations will generate a net savings of$120000 to the General Fund portion of
the odsting capital:improvementplan. ThisI120,000 is then available to fund other CIP projects in the
upcoming 1997/99 Financial Plan:

The San Luis Obispo City Council will hold a Regular meeting on Tuesday, March 18, 1997 to
consider the reprogramming or elimination of selected Capital Improvement Plan Projects. The
meeting will begin at 7:00 p.m. in the LIBRARY COMMUNITY ROOM, 995 PALM STREET,
San Luis Obispo. The location is accessible to the disabled. The meeting will be broadcast on radio
station KCPR 91.3.
