SUBJECT: JANUARY 1997 STORM COST RECOVERY
CAO RECOMMENDATION
Adopt a resolution designating the Assistant City Administrative Officer and the Director of Finance as
Agents for the City for the purpose of applying for cost recovery from FEMA and OES.
DISCUSSION
On January 4, 1997 the governor's office declared the County of San Luis Obispo a disaster area in
response to flooding and damage from the winter stone. This declaration entitles the City for recovery
of storm related costs. The Federal Emergency Management Agency (FMA) will reimburse 75% of
eligible cost incurred, and the State Office of Emergency Services(OES)will reimburse the remaining
25%.
The City is required to file the Designation of Applicant's Agent Resolution (Attachment A) approved
by the Council to start the Federal and State cost recovery process. As with past declared disasters,
FEMA/OES will assign the City an inspection team to survey damage and prepare the Damage Survey
Reports(DSR's), which are the official requests for cost recovery. The incident period for this disaster
is being held open until March 31, 1997 in the event that we receive additional heavy rains and
resulting damage.
FISCAL IMPACT
Fortunately, the City will be requesting a relatively small amount of cost recovery from the January
storm, and FEMA/OES has designed a new streamlined process to help us quickly receive at least 50%
of our requested amount even before they send in the FEMA/OES survey team. The City incurred the
following estimated costs related to general city-wide storm response:
Reimbursable personnel costs $ 3,200
Equipment usage 2,000
Supplies(sandbags) 600
Whale Rock pipeline repair 8.500
Total $14,300
