DISCUSSION The City of Pismo Beach currently has $150,000 of Proposition 116 funds programmed for the construction of the Price Street Bikeway project. However, this project has been deferred because of insufficient funds and to allow for reconsideration of a preferred alignment. Pismo Beach wants to pursue an alternative project—the construction of a pedestrian promenade along the shoreline between the pier and the Sea Venture Hotel. However, Proposition 116 funds cannot be used for this alternative project while RSHA funds can. Therefore, in the spirit of regional cooperation, SLOCOG staff has requested an exchange of funding between the City of San Luis Obispo and Pismo Beach. Pismo would give the City $150,000 in Proposition 116 funds to be used on the Jennifer Street Bridge Project and the City would give Pismo Beach$150,000 in RSHA funds previously earmarked for our City's bridge project. FISCAL EWPACT None. Both sources of state dollars do not have any local match requirements—so the City's funding of the Jennifer Street Bridge Project would remain at current levels. As noted in the attached resolution, the City would agree to the exchange only after the California Transportation Commission (CTC)has approved the reallocation of additional Proposition 116 funds to our bridge project. If for some unanticipated reason, this approval was not forthcoming, the City would retain its rights to RSHA funding. However,based on conversations with Caltrans staff in Sacramento, CTC approval is not anticipated to be a problem. (1997 Series) A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN LUIS OBISPO APPROVING AN EXCHANGE OF REGIONAL STATE HIGHWAY ACCOUNT FUNDING FOR PROPOSITION 116 FUNDING WHEREAS, the City of San Luis Obispo has included within its Capital Improvement Program the construction of a bridge to safely provide pedestrian and bicycle access over the railroad tracks at Jennifer Street near the AMTRAK passenger terminal;and WHEREAS, through the San Luis Obispo Council of Governments (SLOCOG), the City of San Luis Obispo has secured $489,538 in Non-Urban County Proposition 116 funds and $248,500 in Regional State Highway Account (RSHA) funds and has dedicated $272,000 of its own local funds toward the total cost of$1,010,038 for the bridge project;and WHEREAS, the City of Pismo Beach has secured $150,000 in Proposition 116 funding for the deferred Pismo Credo Bikeway and has requested reallocation of the Proposition 116 funds from Pismo Creek project to the Jennifer Street Bridge project;and WHEREAS,the reprogrammed$150,000 of Proposition 1116 fiords will replace the$150,000 in RSHA funds that SLOCOG has requested be reprogrammed from the Pismo Creek project to the Pedestrian Promenade project. NOW,THEREFORE,BE IT RESOLVED by the City Council of the City of San Luis Obispo as follows: SECTION 1. That the City accepts the transfer of eligible applicant status and all management responsrbr7ities for the additional$150,000 ofProposition 116 funding: SECTION 2. That the City can encumber the funds within 24 months following funding allocation. SECTION 3. That the project will be constructed in accordance with the Federal Americans with Disabilities Act. SECTION 4: That upon approval by the California Transportation Commission of the new $150,000 of Proposition 116 funds on the bridge project, the City supports the reprogramming of $150,000 of its Regional State Highway Account funding to the City of Pismo Beach.
