DISCUSSION Each year the PCC makes grants to local non-profit organizations that promote programs of cultural benefit to residents of the City or of tourism promotion advantage to the City. The granting cycle begins in February and grants are finally issued effective with the beginning of the fiscal year in July. Occasionally, requests come to the PCC mid-year and are considered for funding from any remaining reserves,based on the merit of the request. A coalition of the Chamber of Commerce, the Tourism Council,the Human Relations Commission and SLOCO Access, has come to the PCC requesting $1025 to help fund a guide, SLO and Easy Access, for special needs users of local hotels,motels,restaurants, etc. The intention of the guide is to build on the City's reputation as an accessible tourist destination by providing access information to visitors, as well as local citizens. The Coalition believes this guide will help a significant population. As the median age gets higher,estimates are that as much as 30%of the population has some sort of access need,ranging from wheel chair access to vision and hearing impairment. The PCC considered the funding of the guide to be of benefit to the City's tourism promotion program and agreed to recommend funding $1025 for a portion of the printing and distribution costs of the guide. Additional funding is coming from a San Luis Obispo County grant and a grant from the Human Relations Commission. FISCAL IMPACT The PCC currently has $5,000 remaining in its budget which was carried over from the 1995-96 fiscal year in an encumbrance earmarked for La Fiesta It has become apparent that no volunteers have stepped forward to continue La Fiesta and the PCC believes that $1025 of this encumbrance would be better spent on the SLO and Easy Access Guide. As an outgrowth of hearings with our luc:dl special needs advocates, a project to create a special needs "users guide" began. The intention of the guide is to build on San Luis Obispo' s reputation as an accessable destination by providing access information to visitors (and our local community) . The formate of the guide is to be a "quick ref- erence" source with phone numbers to call for further infor- mation. The coalition of groups working on the project includes the Chamber of Commerce, the Tourism Council, the Human Relations Commission and SLOCO Access. SLOCO Access has completed a number of on-site access evaluations, which serve to determine access from a user ' s viewpoint and to educate the business people who request the visit. The Chamber of Commerce has provided references to the guide in their 1997 publication and will handle mailing out guides to all those who request them. This is a project that promotes San Luis Obispo as a des- tination for a large segment of the population. Access needs apply to an increasingly large group as the median age gets higher. Estimates are as much as 30%. Remember that special needs go beyond wheel chair access to dealing with problems such as hearing and vision impairment. In addition, if there are monies available from this year ' s budget, we would like to apply for their use. we are putting together funding for our initial publication date in March. The Human Relations Commission is meeting today from 4PM through BPM, which coincides with your meeting. Its pretty simple, since there are no employees at SLOCO Access and they are absorbing overhead through other sources for this firsL printing. As you can see we still have some work to do to make it balance, even if the Committee can help us print the 3000 we estimate to be our minimum need.
