The cover material has outlived its useful service life and has degraded to an extent that minor spot repairs are no longer capable of maintaining the integrity of the cover. Additionally, the ability of the cover to shed storm water is has been impaired by sags and folds in the cover due to its advanced age. The reservoir consists of a reinforced fabric material stretched over the top of a concrete lined containment area.Constructed in the 1920's,the joints between concrete slabs do not hold water as the reservoir level rises to greater than half its rated capacity. To increase the useable capacity and to protect the water quality of this reservoir, money was budgeted to install a dense plastic liner and replace the cover.
