Council Subcommittee to the Cultural Heritage Committee Prepared by: Bonnie Gawf City Clerk erle SUBJECT: Consideration of Granting a Requested Leave of Absence for a CHC Member RECOMMENDATION Deny the leave request and keep former member's application on file for consideration for fimue advisory body openings. DISCUSSION Bruno Giberti was appointed to the Cultural Heritage Committee this past December. He has requested a twelve month leave of absence beginning in July, while he will be teaching in Washington D. C. The Advisory Body Handbook states that if any member fails for any reason, to attend three consecutive regular meetings or a total of six regular meetings within any twelve month period, they shall automatically be considered for replacement. The Handbook further states that leaves of absence are not granted except under very unusual circumstances and when authorized by the Council. During the past months,Mr. Giberti has been a valuable member to the Cultural Heritage Committee. However, Council advisory bodies are designed to operate most efficiently and effectively when they have a full complement of members. It is unfortunate that recent high turnover among appointees on the CHC has been somewhat disruptive to the conduct of business for that committee. The Council Subcommittee and staff appreciate Mr. Giberti's hard work for the committee, but regrettably must recommend that an exception to the leave policy not be granted. The Subcommittee would further like to recommend that because of his dedication, Mr. Giberti's application be held on file for consideration for future CHC openings. The formal recruitment process will be used to fill the open seat for the remainder of the term. CITY CLERK MEMORANDUM June 4, 1997 To: Council Member Smith and Mayor ettle, CHC Council Subcommittee From: Kim Condon, Assistant City Clerk Subject: STATUS OF CULTURAL HERITAGE COMMITTEE MEMBERSHIP We received two letters this week from members of the Cultural Heritage Committee; one from John Edmisten announcing his resignation as of June 10, 1997, and Bruno Giberti wrote requesting a leave of absence during a one-year teaching sojourn in Washington, D.C. As you remember, Dan Krieger resigned earlier this spring. At that time, Sherry advertised twice in the Telegram-Tribune, but received only one application. Bonnie subsequently spoke with CHC Chair Alice Loh which resulted in additional requests for applications to the CHC, and one more completed application being received. Regarding Mr. Giberti's requested leave of absence, the Advisory Body Handbook states that if any member fails for any reason, to attend three consecutive regular meetings or a total of six regular meetings within any twelve month period, they shall automatically be considered for replacement. Staff's position is that the CHC needs a full complement of members to continue to be an effective body. Recent high turnover among appointees has been somewhat disruptive to the conduct of business for the committee. Staff recommends that an exception to the leave policy not be granted, and the current recruitment effort be used to fill all three vacancies. Please advise us of the subcommittee's recommendation regarding whether to grant a leave for Mr. Giberti. After your recommendation is received by the Clerk's office, we will prepare an agenda item for consideration by the full Council regarding Mr. Giberti's request. Once this matter has been resolved, we will get back in touch with you to set up interviews to fill these vacancies. Hopefully, we will have received more completed applications at that time. There has been a shift in job duties in the City Clerk Department and I will now be responsible for handling Advisory Body duties, with the exception of the Mayor's Quarterly Advisory Body Luncheon which Sherry will continue to oversee. Bonnie will also have a more direct involvement as liaison with the members. I haven't performed this function in several years, but should be up to speed in no time.
