Gawf,City Clerk SUBJECT: LEAGUE CONFERENCE VOTING DELEGATE RECOMMENDATION By motion, designate Mayor Settle as the voting delegate to the League of California Cities Annual Conference,and Vice Mayor Roalman as alternate DISCUSSION The League of California Cities Conference is scheduled for October 12 through 14, 1997 in San Francisco. An important aspect of the conference is the General Business Session, to be held on Tuesday, October 14, at 9:30 am., at which time the membership takes action on conference resolutions. Each city has one vote. To expedite the conduct of business at this meeting, the Council must designate a voting representative and alternate, who will be present at the Business Session. The Mayor and Vice Mayor, both of whom plan to attend the conference, are recommended as voting delegate and alternate. The annual conference resolutions will come before the City Council as soon as they are received from the League and can be placed on the agenda ATTACHMENT: Annual conference Voting Procedures Voting Delegate Form League of California Cities Annual Conference Votine Procedures 1. Each member city has a right to cast one vote on matters pertaining to League policy. 2. To cast the city's vote a city official must have in his or her possession the city's voting card and be registered with the Credentials Committee. 3. Prior to the Annual Conference,each city should designate a voting delegate and an alternate and return the Voting Delegate Form to the League for use by the Credentials Committee. 4. The voting delegate or alternate may pick up the city's voting card at the Annual Conference registration area. 5. Free exchange of the voting card between the voting delegate and alternate is permitted. 6. If neither the voting delegate nor alternate is able to attend the Business Meeting, the voting delegate or alternate may pass the voting card to another official from the same city by appearing in person before a representative of the Credentials Committee to make the exchange. Prior to the Business Meeting,exchanges may be made at the Annual Conference registration area. At the Business Meeting,exchanges may be made at the voting card table located in the front of the meeting room. Exchanges may not be made while a roll call vote is in progress because the Credentials Committee will be conducting the roll call. 7. Qualification of an initiative resolution is judged in part by the validity of signatures. Only the signatures of city officials, who,according to the records of the Credentials Committee, are authorized to use the city's voting card and who have left a sample of their signature on the Credentials Committee register will be approved. 8. In case of dispute,the Credentials Committee will determine the right of a city official to vote at the Business Meeting.
