DISCUSSION The County Historical Society Museum,located at 696 Monterey Street, is an unreinforced masonry building owned by the City of San Luis Obispo. It is a one-story structure with a raised basement originally constructed around 1905 as a Carnegie Library. Since 1954 the building has been occupied by the San Luis Obispo County Historical Society which operates it as a historical museum. In 1990 a structural analysis found that the building's unreinforced masonry construction would pose a high risk to life in a major earthquake and recommended a list of seismic safety corrections needed to comply with the Uniform Code of Building Conservation. In addition to the seismic safety improvements, the building will need modifications to its entrances, parking lot, and restroom to comply with accessibility requirements. The building also needs to be retrofitted with automated sprinklers to comply with the Uniform Fire Code. Other improvements planned include a new exterior drainage system and waterproofing of the building's roof and walls which have been subject to leaking and seepage during the winter months. The original estimated cost for design and construction considered only the need to address seismic, a ramp and walkway from the parking lot for access and drainage concerns. During the preparation of this RFP staff has become aware of many unique challenges that the renovation of this building will face. The existence of some asbestos,the need to provide full accessibility, fire sprinkling, and the knowledge we have obtained from professionals who have worked on similar buildings, have led staff to increase the estimated cost of the final construction and proportionately the cost of the design work. A consultant will be hired to identify all building, site and code deficiencies together with estimate of cost. The consultant will then put together a set of plans and specifications for a construction project based on the highest priority improvements and the available budget. CONCURRENCES The RFP for design services has been reviewed by the executive director of the museum and staff of the Community Development Department. Estimated Design Fees $70,000 Project Budget Available: Design $50,000 Construction 784,080 $834,080 When the design contract is awarded, Public Works will prepare a budget amendment request to transfer money from the construction account to the design account to cover any shortfall between the budget and the negotiated contract.
