HomeMy WebLinkAbout08/19/1997, C-8 - RAILROAD BICYCLE PATH PHASE I council t9 101-7 j acEnaa REpoRt C I TY OF SAN LU IS O B I S P O FROM: Michael D.McCluskey,Public Works rec Prepared By: Reinie Jones,Transportation Technic' SUBJECT: Railroad Bicycle Path Phase I ' CAO RECOMMENDATIONS 1) Approve plans and specifications for "Railroad Bicycle Path Phase I, Specification No. 9098" 2) Approve transferring $70,000 from the project account for Minor Bicycle Projects to the project account for Railroad Bike Path Phase I 3) Authorize the Public Works Department to advertise for bids on the construction contract 4) Authorize the City Administrative Officer to award the contract if the accepted bid plus contingencies is within the available construction budget DISCUSSION Project Background Phase I of the Railroad Bicycle Path is planned to extend along the east side of the railroad tracks from Orcutt Road to Bushnell Street. It will provide safe bicycle and pedestrian access totally separated from motor vehicles to Sinsheimer Park, Sinsheimer School and the surrounding neighborhood. In the near future, the phase II of the path will extend from Bushnell Street to the Jennifer Street Bridge to provide access from the south end of town to the central business district. The Railroad Bicycle Path is included in both the Bicycle Transportation Plan 1993 and the Circulation Element 1994. Construction of phase I and phase II of the path is included in the 1993/1995 Financial Plan and subsequent plans. The City started negotiations in 1990 with Southern Pacific Railroad for the purchase of 13.9 acres adjacent to the railroad tracks from .Orcutt Road to Florence Avenue. After a long negotiation period,the City acquired the property in December of 1995 with Parkland Development Funds. While the City was in the process of purchasing the land, the City applied for and received a Transportation Enhancement Activities (TEA) grant for the design and construction of the path (phase I). The federal portion of the grant was for a total of$280,000. The City then contracted with RRM Design Group to design the path and prepare construction documents. Proiect Information The path will be asphalt,3.6 meters wide with 0.2 meter shoulders. Also included in the design are entrance features, landscaping, fencing and erosion control. Lighting at all of the entrances is included in the base price, however additional lighting of the path will be included as a additive alternate. The transfer of $70,000 of State Highway Account (SHA) funds from Minor Bicycle Projects is being recommended to help pay for part of the base price of the path and the additional lighting if extra funds are available. Council Agenda Report-Railroad Bicycle Path,Phase I Page 2 CONCURRENCES • The Community Development Department has approved a CEQA categorical exemption(CE) for this project. • The U.S.Army Corps of Engineers and the State Department of Fish and Game have issued the necessary permits for this project. • The Bicycle Advisory Committee supports the recommendation of transferring $70,000 from the Minor Bicycle Project Account to the Railroad Bicycle Path Account (March 20, 1997 meeting). The construction contract for the bike path includes landscape maintenance for a period of one year. Staff is recommending that the landscape maintenance portion of the bike path be included in our existing Landscape Maintenance Services Contracts starting approximately January 1999. Public Works will assume all other infrastructure maintenance of the path. The estimated cost of$3,000 per year will require a budget amendment request in January 1999. The additional cost for water will be addressed in the fiscal year 98/99 budget. Attachments Plans and Specifications are available in the Council Office for review. ��al
