C ITY OF SAN LU IS O B 1 S P 0 FROM: aul LeSage, Director of Parks & Recreation " Prepared By: Linda Fitzgerald, Principal Recreation Supervisor SUBJECT: CO-SPONSORSHIP OF CREEK CLEAN-UP DAY CAO RECOMMENDATION Adopt a resolution supporting the City's co-sponsorship to the Creek Clean-Up Day event sponsored by the Land Conservancy of San Luis Obispo County and Central Coast Salmon Enhancement, Inc. (CCSE). DISCUSSION The Land Conservancy of San Luis Obispo County and Central Coast Salmon Enhancement, Inc., have requested the City to co-sponsor their annual fall creek clean-up event for the fifth consecutive year. By continuing to co-sponsor this event, the City would allow volunteers to: • utilize the City's creek maintenance easements • provide the setup and removal of booths in the Mission Plaza for ecological displays • advertise the event using the City's name as one of the co-sponsors This project annually benefits the San Luis Obispo creeks, persons owning property adjacent to the creeks, and the City. This year's event is scheduled to be held on September 13 from 9:00 a.m. to 1:00 p.m. An estimated 300 volunteers will meet in the Mission Plaza to receive trash bags, instructions, and designated locations for gathering debris. After the clean up, volunteers are invited to enjoy a complimentary lunch. Various organizations also participate in this event by displaying environmental information and demonstrations for the public. The Land Conservancy of San Luis Obispo County is a non-profit land-trust. Their mission is to preserve the open space and natural resources of San Luis Obispo County. The San Luis Obispo Creek is one of the many "special places" being preserved and enhanced by the Conservancy. Staff members of the Land Conservancy will be committing time toward organizing the educational fair component of the event. CCSE is a non-profit, tax-exempt volunteer corporation dedicated to the enhancement and restoration of the Central Coast salmon fishery and San Luis Obispo Creek. CCSE is also devoted to educating the community on the ecology and economy of these resources, and performs the large clean-up project as an annual event. f���� Council Agenda Report- Co-Sponsorship of Creek Clean-Up Day Page 2 CONCURRENCES The Public Works Department, Natural Resources Manager, along with the Parks & Recreation Department, support the Creek Clean-Up Day activity. FISCAL EWPACT Parks & Recreation Department staff will be provided to assist the sponsor on the day of the event. Estimated cost will be between $250 - $400 for four staff members to work six hours for the event. This cost will be absorbed through the operating budget of the Parks and Recreation Department. The City will also provide two dump trucks to assist in removing debris from the area; estimated cost for use of the truck is approximately $200 per day. In addition, the use fee for the Mission Plaza has been waived in exchange for the community- wide benefit gained from the Creek Clean-Up Day event. ATTACffi4ENT 1. Resolution tn'�� RESOLUTION NO. (1997 Series) A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN LUIS OBISPO SUPPORTING THE LAND CONSERVANCY OF SAN LUIS OBISPO COUNTY AND CENTRAL COAST SALMON ENHANCEMENT'S VOLUNTEER CREEK CLEAN-UP DAY ON SEPTEMBER 13, 1997. WHEREAS, creeks provide water to animals, habitat for plants, fish, birds, and other animals; and WHEREAS, the City of San Luis Obispo considers the creeks within and around the community as a valuable natural resource, one that should not be marred by trash; and WHEREAS, creeks, when properly maintained, add to the City's scenic quality and add value to individual properties; and WHEREAS, the City has an interest in maintaining local creeks in a clean manner to protect against potential flooding; and WHEREAS, the City must spend moneys to maintain local creeks and thus volunteer projects which perform maintenance are an asset to the City; and WHEREAS, such volunteer events not only improve the quality of an area but also provide community participation and education; and WHEREAS, the Land Conservancy of San Luis Obispo County and the Central Coast Salmon Enhancement, Inc., Creek Clean-Up Day project would remove trash from San Luis Obispo creeks; and WHEREAS, the City's role as co-sponsor would be to allow: • 1) creek clean-up volunteers to utilize the City's creek maintenance easements, and 2) use the City's name to advertise the Creek Clean-Up Day event. NOW, THEREFORE, BE IT RESOLVED the City Council of the City of San Luis Obispo does hereby agree to co-sponsor the Land Conservancy/Central Coast Salmon Enhancement's Creek Clean-Up Day scheduled for September 13, 1997.
