SUBJECT: Consideration of a Program Budget for Use of State Highway Account
(SHA) Funds and State Transportation Improvement Program (STIP) Funds
for Various Transportation Projects
CAO RECOMMENDATION: The City Council should adopt a resolution:
1. Approving the proposed program budget (Exhibit A) and authorize the CAO to submit
applications for funding to SLOCOG for the targeted projects.
2. Authorizing the CAO to execute Cooperative Funding Agreements with the San Luis Obispo
Council of Governments (SLOCOG)consistent with the approved program budget.
3. Authorize the CAO to submit an application to SLOCOG and Caltrans for$8.2 million for the
design and construction of the Prado Road Interchange.
DISCUSSION
The Funding Picture: The Federal Government is scheduled to approve a new transportation
funding bill in late Fall 1997 or Winter 1998. In anticipation of this bill's passage (called
NEXT'EA), SLOCOG is requiring that all local agencies submit applications for use of these funds
by October 15, 1997. SLOCOG is the government agency charged with administering this
program in San Luis Obispo County. The funding period is six years long (although federal and
state dollars will likely not be available until the latter part of Fiscal Year 1997-98 at the earliest).
In most cases, SLOCOG will exchange federal NEXTEA dollars for State Highway Account
(SHA) dollars. This financial management strategy allows funding to be handled locally by
SLOCOG and relieves local agencies of the funding match (12 to 20 percent) typically required of
federally-funded projects.
SLOCOG has established funding targets for "urban" and "regional" use of the State Highway
Account funds. The "urban" SHA target for our City for the next sixr1ss¢gf168,596. The City may
also apply to SLOCOG for funding to undertake "regional" transportation projects. All local
agencies in the county may compete for$3,057,712 of RSHA funding.
In addition to SHA funding, SLOCOG staff has been informed that Caltrans intends to program up
to $64,000,000 in STIP (State Transportation Improvement Program) funding for projects on state
highways in San Luis Obispo County. To be eligible for this funding, local agencies and Caltrans
must have completed a Project Study Report(PSR)for the particular project and the project must
have significant benefits to interstate or interregional travel.

Applying for Funding From Multiple Sources: The Public Works staff has reviewed
transportation projects and activities listed in the adopted 1997-99 Financial Plan, the 1994
Circulation Element and other adopted and anticipated transportation plans. A total of eleven (11)
projects have been identified for a total funding amount exceeding$13.6 million.

The City Council is being asked to consider this list of eleven (11)projects as shown above and on
Exhibit A and approve it. The City staff will then complete the applications and submit them to
SLOCOG by the October 15th deadline. For projects that the SLOCOG Board approves, their staff
will prepare Cooperative Funding Agreements that will earmark the requisite finding. The CAO
will be responsible for executing these agreements.
More About the Targeted Projects: The following table presents a brief summary of each of the
projects listed above and on Exhibit A.
Proposed Transportation Projects

A Historical Note: In 1992, the City Council approved a similar program budget for the use of
SHA funds. Of the $1,000,000 of USHA funds earmarked for San Luis Obispo at that time, about
$700,000 was and is being spent on traffic signal improvements and about $300,000 was and is
being used for bicycle improvements. The City has also been successful in securing RSHA for:
• The preparation of a Project Study Report for the Prado Road Interchange;
• The construction of the Jennifer Street Bicycle-Pedestrian Bridge;
• The widening of the north side of Orcutt Road from McMillan Avenue to the Railroad;
• The construction of a Multi-Modal Transportation Center near the railroad; and
• The construction of Phase Il of the Railroad Bicycle Path(Bushnell Street to the Jennifer Street
Bridge).
CONCURRENCES
These projects have been reviewed by SLOCOG staff who has determined that they are eligible for
SHA or STIP Funding.
FISCAL IMPACT
SHA and STIP dollars will be used to pay for all but two components of the 11 projects listed on
Exhibit A. Construction of the Prado Road Creek Bridge (Project #l.d) would use City
Transportation Impact Fee (TIF) revenues. Depending on the timing of development within the
Margarita Area, the extension of Prado Road from Higuera Street to Broad Street (Project #l.e)
may require the use of City General Funds with reimbursement provided by area development.
All local agencies within the County are submitting applications for use of USHA and RSHA
dollars for the same six year time frame. The SLOCOG Board will be asked to approved a master
program budget that tries to accommodate the funding of all agencies projects in the time frames
requested. Therefore, given the needs of all agencies, it is likely that the funding schedule shown
on Exhibit A may need to be modified.
After the SLOCOG Board has acted on San Luis Obispo's applications, the Public Works staff will
return to the City Council with a request to formally amend the CIP to include the approved
projects.
ALTERNATIVES
The City Council may modify the proposed program budget (Exhibit A) in any way so long as the
desired projects are eligible for SHA or STIP funding and are consistent with City plans and
policies.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN LUIS OBISPO
APPROVING A PROGRAM BUDGET FOR THE USE OF STATE HIGHWAY
ACCOUNT(SHA)AND STATE TRANSPORTATION IMPROVEMENT PROGRAM
(STIP)FUNDING FOR VARIOUS TRANSPORTATION PROJECTS
WHEREAS, on August 6, 1997 the San Luis Obispo Council of Governments established
guidelines for the use of California State Highway Account (SHA) and Federal Surface
Transportation Program(STP)funding; and
WHEREAS, on August 15, 1997 the SLOCOG staff distributed application materials to
all local jurisdictions in San Luis Obispo County and established October 15, 1997 as the
deadline for submitting all applications for the use of SHA and STP funding; and
WHEREAS, the City Public Works staff has identified eleven (11) transportation
projects that are consistent with City adopted plans and policies and are eligible for SHA or STIP
program funding,and
WHEREAS, it is the intent of the City that if funding is provided, these eleven projects
will be carried out during the six-year time frame of the SHA funding program; and
WHEREAS, the City Council has found that the proposed projects will provide
significant benefits to both local and regional travel within the San Luis Obispo area
NOW, THEREFORE BE TT RESOLVED, that the City Council of the City of San
Luis Obispo hereby:
SECTION 1: Approves the proposed program budget presented on Exhibit A, attached
and incorporated herein by reference, and authorizes the CAO to submit
applications for funding to SLOCOG for the listed projects.
SECTION 2: Authorizes the CAO to execute Cooperative Funding Agreements with the
San Luis Obispo Council of Governments (SLOCOG) consistent with the
approved program budget
SECTION 3: Authorizes the CAO to submit an application to SLOCOG and Caltrans for
$8.2 million for the design and construction of the Prado Road Interchange.
