What are our plans for trying to protect the WRF during this winter season? Work with the Army Corp for pre-approved "emergency"permitting of erosion control measures. Would allow a permit within 24 hours to be issued if Corp agreed that the emergency does in fact exist. Pre-purchase large diameter boulders. Stockpile at the Corporation Yard as well as place at strategic locations on the bank along the WRF. With any further erosion, boulders would roll down bank and provide some protection immediately. Then,with emergency declaration, additional rock could be placed to strengthen protection. What else can be done that does not encroach into the creek itsee. There arc ways to protect creek banks in a sensitive manner. I've attached some photographs of creek repair projects that leave the creeks looking natural and more stable. Because of this, I have placed this item on the City Council agenda for October 7'so that the matter can be discussed by the Council and staff so that the Council can provide direction and the staff take actions to the end that potential plant damage is prevented or minimized. RFP for phase I and 2 negotiated with Corps and RWQCB and finally brought to CC in August 1996. December 1996 CC authorized CAO to award a contract for Phase 1 January 1997 CAO awarded contract for phase 1 May 6 Questa Engineering reported phase one results to CC. May CAO approved amendment to contract to allow Engineer to design phase 1 projects. July 1997 engineer submitted applications to Corps of Engineer for permits and to CDD for Environmental clearance.. CDD issued mitigated negative declaration. Advertised the same.
