CAO RECOMMENDATIONS
By motion,
(1) approve the Request for Proposals for "Conceptual Design Services: Mission Plaza
Expansion, Specification No. 90-28"
(2) authorize the City Administrative Officer to award an agreement for conceptual design
services if the cost is within budget.
DISCUSSION
The expansion of Mission Plaza between Broad and Nipomo Streets has been a goal of the City
since the early 1970's. This project is the third phase of a multi-phase expansion and improvement
project in the City's historic Mission Plaza Park. The expansion of the park is contained in many
City policy documents including the General Plan,Parks and Recreation Element,the General Plan
Open Space/ConservationElement and the Conceptual Physical Plan for the City's Center.
In 1.980 a consulting architect prepared plans and specifications that depicted an active use of the
area including an outdoor amphitheater. An environmental impact report was also approved in
1980 for this project. However, due to difficulties in obtaining the necessary right-of-way, the
project was never constructed.
In 1988 the City completed improvements on the Higuera Street side of San Luis Obispo Creek in
conjunction with development in that area. Recently,the City has acquired the last properties on
the Monterey Street side of the creek needed to construct this project
Since the creation of the 1979 plans,some of the bank along the Monterey Street side of the creek
has eroded away and the focus for the park has changed from that of an active use area to a passive
use area. To account for these changes, a new concept plan will be developed that provides for
creek restoration,bank stabilization,and suitable pedestrian access and park improvements.
Staff has prepared a Request for Proposals (RFP) for conceptual design services from a qualified
consultant. The consultant will be responsible for preparing and receiving Council approval of a
conceptual design for the Mission Plaza expansion area.

A. DESCRIPTION OF WORK ATTACHMENT 1
Introduction.
The City of San Luis Obispo wants to hire a qualified consultant to prepare and receive approval of
a concept plan for the creek area directly adjacent to the Mission Plaza Park between Broad and
Nipomo Streets. Consultant work will include obtaining environmental clearance, City approvals,
and federal, state and local permits. The final product shall provide clear direction for the
preparation of constructionplans by consultant or City staff.
The concept plan shall be referred to as the"Mission Plaza Park Expansion Project". This project
is the third phase of a multi-phase expansion and improvement project in the City's historic
Mission Plaza Park.
Background.

Project Setting.
The site includes a natural creek approximately 9 meters wide, 150 meters long,and 5 meters below
the surrounding surface street and shop areas. On the Higuera Street side of the creek, at stream
level, is a concrete block retaining wall that supports a parking lot and businesses above while
directing stream flows through the project study area. The Monterey Street side of the creek
consists of natural bank formations,a gabion rock wall,and a stone veneered bridge abutment.
The focus of the concept design will be on the"island" of recently acquired property shown on the
map in Section G,page 22.
Scope of Consultant Services.
The qualified design team will create a conceptual design and cost estimate based on City concept
plan goals. This concept plan will serve as a model for the creation of construction plans and must
therefore represent a concept that can be designed and implemented given all the constraints
imposed on the design. The consultant will be responsible for all work necessary to complete the
concept design and obtain necessary approvals. The budget for this project, including design and
construction,is$387,000.

Concept Plan Goals.
• Obtain Consensus - The consultant will be responsible for meeting with City staff, Business
Improvement Association, adjacent property owners and other governmental agencies to
understand the requirements, concerns and design parameters affecting the work. The
consultant will be responsible for proposing how to obtain pubic input. The City has held one
meeting with interested parties and has received input on the scope of this Request For
Proposals. The list of persons present at this meeting will be made available to the consultant
A concept plan review committee has also been established by the City. The consultant will be
responsible for proposing how to incorporate this review committee into the design process.
• Provide Access-The consultant will be responsible for determining the number and location of
pedestrian access points,pedestrian bridges and nature trails. Possible design considerations for
this component include: taking advantage of the natural contours of the area, considering the
use of the existing bridge abutment at the Phoenix Building foundation,providing access from
Nipomo Street near the Children's Museum or waiting for the future development of a new
Little Theater,discouraging off-trail hiking and disturbance to adjacent property owners. The
design must comply with Americans with Disabilities Act (ADA) and provide connectivity to
existing trails.
• Ensure Environmental Protection - The consultant will be responsible for ensuring
environmental protection in the design, including but not limited to bank stabilization and
erosion control along the Monterey Street side of the creek. Design considerations for this
component include: threatened and endangered species such as Steelhead Trout, salmon
enhancement and other native aquatic species. Also to be considered is the established
hybridized duck colony,future wildlife and wetland areas.
• Provide Security - The consultant will be responsible for designing a safe and secure area.
Possible design considerations for this component include but are not limited to: lighting,
signage, fencing, information kiosk, telephone, clear and understandable access points and
openness. There is currently a problem with homeless people sleeping in this area. The design
should discourage this activity.
• Create a Natural Comfortable and Aesthetically Pleasing Environment - The consultant
will be responsible for designing a plan that takes advantage of the natural creek setting.
Possible design considerations for this component include: indigenous landscaping, softening
the harsh contrasts of the block and steel surroundings along the Higuera Street side of the
creek, enhancing the view corridors from various view points along the walkways,bridges,and
trails,determining potential placements of artwork, locating seating,and determining the need
and location, if necessary, for rest rooms. The design must be compatible with the existing
Mission Plaza Park.
•
Comply with all Federal State and Local Requirements and Reeulations - The consultant
will be responsible for determining which federal, state and local requirements apply to this
project,obtain any necessary permits or approvals and design the concept accordingly.
• Obtain Approvals -The consultant will be responsible for obtaining necessary approvals from
the Architectual Review Committee(ARC),City Council,etc. This goal entails all of the work,
meetings,and documents associated with the approval process.

NOTICE IS HEREBY GIVEN THAT the City of San Luis Obispo is requesting sealed proposals
for Conceptual Design Services: Mission Plaza Expansion pursuant to Specification No. 90-28
at the Public Works Office,955 Morro Street,San Luis Obispo,CA 93401 which will be received
until 3:00 Pd%on November 26,1997.
Proposals received after said time will not be considered To guard against premature opening,each
proposal shall be submitted to the Department of Public Works in a sealed envelope plainly marked
with the proposal title, specification number, consultant name, and time and date of the proposal
opening. Proposals must include the forms provided in the specificationpackage.
General Work Description Design a conceptual plan and provide costs estimates for the expansion
of the City's Downtown Mission Plaza Park. This environmentally sensitive section of San Luis
Obispo Creek is between Broad and Nipomo Streets. Consultant work will include obtaining
environmental clearance and City approvals,processing permits and complying with federal, state
and local requirements.
Proposal packages may be obtained by contacting the City of San Luis Obispo, Public Works
Department,955 Morro Street,San Luis Obispo,CA 93401 or calling 805-781-7200.
A pre-proposal conference will be held on November 13 at 10:00 a.m. in the Public Works
Department Conference Room, 955 Morro Street, San Luis Obispo. Questions should be
reserved for that time.
