RE: Review of the City of San Luis Obispo' a Adopted Housing
Element
Thank you for submitting San Luis Obispo ' s adopted housing
element, received October 14, 1994 for our review. As you know,
we are required to review adopted housing elements and report our
findings to the locality pursuant to Government Code Section
65585 (h) .
The element has been submitted with findings adopted by the
City Council which state the reasons why the City believes the
housing element complies with the law, despite some of the
revisions described in our January 13 , 1994 review letter. Our
review of the adopted element considers the findings adopted by
the Council .
The adopted element adequately addresses some of the
concerns outlined in our January 13 , 1994 review letter of the
draft element. For example, the element now provides an adequate
analysis of overcrowded and overpaying households (comment A) ,
includes a program strategy to preserve subsidized housing at-
risk of conversion (comment C) , clarifies the availability of
site opportunities for emergency shelters and transitional
housing (comment B. l.b. ) , and describes the City' s program for
resolving housing discrimination complaints (comment B-3 ) .
However, the adopted element has not been modified to
address requirements relating to the identification of sufficient
sites and the mitigation of residential growth management
policies necessary to accommodate the balance of the City' s
housing needs within the planning period (January 1991 - July
1999) . Refer to our January 13 , 1994 review letter (comments
B. l.a. and B.2 . ) for more information regarding these
requirements and recommendations for addressing them.

The adopted findings indicate that the City' s assigned
regional housing needs assessment was based on inaccurate data
and is therefore inappropriate and unachievable within the
planning period. This issue was addressed in our September 23 ,
1993 letter to the City (copy enclosed) . No significant
additional information, not already described in the housing
element, is provided by the findings- to support the City' s claim
that it cannot adopt a housing plan which accommodates all of its
egional housing needs.
