DISCUSSION The City Council introduced Ordinance 1328 onOctober 21, 1997. The ordinance will allow emergency medical facilities in Neighborhood Commercial zones, with approval of an administrative use permit,up to 3,500 square feet in floor area. The zoning regulations amendment will go into effect 30 days after final passage of the ordinance. Attached: Ordinance 1328, as introduced. ORDINANCE NO. 1328 (1997 SERIES) AMENDMENTS TO THE ZONING REGULATIONS TEXT TO ALLOW EMERGENCY MEDICAL FACILITIES NO LARGER THAN 3,500 SQUARE FEET,IN NEIGHBORHOOD COMMERCIAL ZONES, WITH APPROVAL OF AN ADMINISTRATIVE USE PERMIT (TA 99-97) WHEREAS, the Planning Commission conducted a public hearing on September 24, 1997, considered testimony of interested parties and the evaluation and recommendation of staff, and recommended approval of the text change to the City Council, with a 2,500 square- foot floor area limit; and WHEREAS, the City Council conducted a public hearing on October 21, 1997 and has considered the Planning Commission's recommendation, the testimony of interested parties and the evaluation and recommendation of staff-, and WHEREAS, the City Council finds that the proposed revisions are consistent with the General Plan, the purposes of the Zoning Regulations, and other applicable City ordinances; and WHEREAS, the City Council has considered the draft Negative Declaration of environmental impact as prepared by staff, BE IT ORDAINED by the City Council of the City of San Luis Obispo as follows: SECTION 1. The City Council finds and determines that the project's Negative Declaration adequately addresses the potential significant environmental impacts of the proposed text amendment to the zoning regulations, and reflects the independent judgment of the City Council. The Council hereby adopts said Negative Declaration. SECTION 2. Emergency medical facilities may be allowed in the C-N zone, with approval of an Administrative Use Permit, provided that the gross floor area of such establishment shall not exceed 3,500 square feet. SECTION 3. This ordinance shall go into effect at the expiration of thirty(3 0)days after its final passage.
