DISCUSSION Council Policies and Procedures and the Advisory Body Handbook prescribe the method of Council liaison subcommittee assignments: The Mayor and Vice Mayor shall submit recommendations to the full Council, rotating nominations for Council Member Subcommittees, thereby ensuring an opportunityfor each member to serve as liaison at least once on each advisory body when possible. When terms of office do not allow each member to serve once, members with greatest seniority shall have first right of selection. (CP&P6.5.2, ABH $11, C, 6) As in past practice, we have not recommended automatic rotation for all the technical and regional committees,allowing Council Members to develop a higher level of expertise for some of the more complex committees,as well as continuity where appropriate. A few changes have occurred this past year. Under Regional Committees, two new committees were added: Economic Vitality Corporation and the Transportation Financing Steering Committee. Also under Regional Committees the Joint Committee of SLO, Morro Bay, SLO County, and School District has sunset with mutual consent. Under Special Purpose/Technical Committees, the No. County Regional Water Management Committee has been removed from the list because it is now represented by staff. After receiving.a list of preferences from Council Members and reviewing appointments over the last two years, Mayor Settle and Vice Mayor Roalman recommend the Council Liaison Subcommittee assignments as outlined in the attached listing.
