DISCUSSION On February 6, 1996, the City appointed two representatives to the Performing Arts Center (PAC) Art Advisory Committee, Carol Dunn, Executive Director of the San Luis Obispo Art Center and Evani Lupinek, President of Arternatives. Since this committee was being newly formed, the terms of office were staggered to provide future rotation of term expirations. Ms. Dunn was assigned a three -year term and Ms. Lupinek a one -year tern, both starting July 1, 1996. Ms. Lupinek's term has now expired. The purpose of the Art Advisory Committee is to review proposed policy pertaining to visual art exhibitions, acquisitions and other related programs and activities in the PAC, and to evaluate proposed art acquisitions for the purpose of permanent display on the grounds or within the PAC. The San Luis Obispo Art Center was asked if they would like to nominate a replacement for Ms. Lupinek. They have nominated Wilda Rosene. Attachment. DISCUSSION The Performing Arts Center Operating Agreement among the founding partners established the Central Coast Performing Arts Center Commission. The Commission consists of nine commission members, five designated by Cal Poly, two by the Performing Arts Center Foundation and two by the City. Each Commission member has a designated alternate. Upon the formation of the Commission in 1993, the City Council appointed the Mayor and City Administrative Officer as delegates and the Vice Mayor and Assistant City Administrative Officer as alternates. In addition, Council member other than the delegate and alternate will occasionally be asked to serve on standing or ad hoc committees for the Commission. The terms of the Mayor and Vice Mayor will have expired as of December 31, 1997.. The Commission has many responsibilities, one of the most significant of which is the oversight of the Center's operating budget. Under the terms of the Operating Agreement, the City and the Performing Arts Center Foundation have the responsibility of making up any operating deficit. Therefore, the City Council has taken the position in the past that the City's highest elected official, the Mayor, should properly be one of the City's delegates to the Commission, with the Vice -Mayor serving as his alternate. Representation at this level will assure the highest order of accountability for the City in the proper and successful operation of the Performing Arts Center. Gratitude is expressed to Dodie Williams, Dave Romero and Bill Roalman for their service to the Commission during the past several years.
