HomeMy WebLinkAbout02/03/1998, C5 - MAYOR'S YOUTH TASK FORCE council "b ary 3, 1998 j agenda RepoiA Item N®ber �� CITY OF SAN LUIS OBISPO FROM: aul LeSage,Director of Parks and Recreation SUBJECT: MAYOR'S YOUTH TASK FORCE CAO RECONMNDATION 1) Authorize the Parks and Recreation Director to accept fiduciary responsibility for the fiords of the Mayor's Youth Task Force; and 2) Authorize the Finance Department to act as a fiduciary agent for the Mayor's Youth Task Force and to establish an agency fiord. DISCUSSION Background The Mayor's Youth Task Force is a collaboration of individuals and agencies organized for the purpose of maximizing resources to support the youth of San Luis Obispo in becoming self- sufficient individuals capable of making significant contributions to society. Task Force members include representatives of the City, School District, SLO County Drug and Alcohol Services, Housing Authority,Cal Poly, Camp San Luis Obispo, and individuals from the community. The mission of the Mayor's Youth Task Force is accomplished through a number of projects that provide programming for the Community. An example of this type of collaboration is the recent RE(DUI)CE Project RE(DUI)CE simulates a fatal alcohol-related car crash of local high school students and the effects of these deaths on the community. The project was presented to the student body at San Luis Obispo High School in September. Agencies that cooperated to produce this program, under the direction of the Task Force, include: SLO County Drug and Alcohol Services, the faculty of San Luis Obispo High School, plus the Police, Fire, and Parks and Recreation Departments of the City. Funding for the project came from the San Luis Obispo Drug Prevention Alliance,an organization affiliated with SLO County Drug and Alcohol Services. Because of the collaborative nature of the Task Force, it is able to apply for grants and receive donations. The organizational by-laws state that any funds received by the Task Force be deposited with, and administered by, the City of San Luis Obispo in accordance with standard financial practices. Establishment of an agency fund will facilitate this process. In addition,it has been requested that the Parks and Recreation Director serve as fiduciary agent for the Task Force. Council Agenda Report-Mayor's Youth Task Force Page 2 FISCAL BIPACT The amount of staff time needed to manage the fund should be minimal. There is the possibility that the Task Force could secure funding for activities that would enhance Parks and Recreation programs for at-risk youth in the community. CONCURRENCES The goals of the Mayor's Youth Task Force are consistent with the Parks and Recreation Element's recommendations to offer more programs for at-risk youth. The Mayor's Youth Task Force concurs with the Parks and Recreation Department's serving as the fiduciary agent. PL:lh
