HomeMy WebLinkAbout02/17/1998, C.L.R 1 - REPORT ON SLOCOG AND SLORTA MEETING AGENDA February 5, 1998 DATE 7 ITEM # C t.R J LIAISON REPORT TO: Council Colleagues FROM: Dave Romero SUBJECT: Report on SLOCOG and SLORTA SLOCOG At the February 4, 1998 meeting SLOCOG approved moving ahead with the following major transportation projects: • Rt. 46 -4 lane extension- 20 miles ($30M to leverage Caltrans funding,total $62M) • Price St./James Way frontage Rd. Extension, Pismo Beach$12M) • Rt. 41/101 interchange, Atascadero ($8M) • Niblick Bridge, Paso Robles ($11 M) • Rt. 41 passing lane, between Atascadero and Morro Bay ($2M) • Transportation Enhancement Activity Project reservation($2.7M) • Ridesharing, transit,rail, admin($2.6M) You will note that most of the activity is in North County with almost half of SLOCOG's allocation of$62.2M recommended to be spent in developing four lanes on Route 46. This will extend to just east of the rest stop. There was major discussion regarding whether the Niblick Bridge in Paso Robles is sufficiently regional in nature to justify such a high priority. The final outcome was a split vote which included the project. One of the basic arguments in favor was that all background work had been done and Paso Robles had committed to meet the local share requirements totaling approximately $6.7M. San Luis Obispo's primary project at Prado Road was dropped from the priority list at this time since the City couldn't commit to fund approximately half th6 project costs. SLORTA The primary discussion item for the transit system related to preparation of a workscope to update the Nelson/Nygard study regarding consolidation of all transit systems within the County. Final action on this item was delayed pending significant input from the City of San Luis Obispo to assure that institutional items are properly covered within the RFP. The representative from Paso Robles indicated that his city is seriously reviewing their commitment and is likely to reduce or eliminate their Nacimiento water allocation. Since the cost of the project will be borne by the participating agencies,the implication of these actions is greatly increased cost for the City of San Luis Obispo in going ahead with this project. Due to a great number of environmental concerns it is highly likely that there will be significant additional work required on the EIR, placing a likely earliest date of certification in the summer of 1999. One of these communities is the City of Guadalupe which was assessed a fine of$7,200, which may be reduced if they submit a completed plan within 31 days, or may be increased if they fail to meet the deadline. Phillips and other residents of Laguna Shores Development About: Absence of Posted Speed Limits Dear Mayor and Members of our City Council: A few of us have circulated a petition regarding the lack of posted speed limits in this lovely residential area. See attachment. My husband and I have lived on the corner of Vega Way and Vista Arroyo since the fall of 1989. In that time, a young girl riding her bicycle was hit by a car, on this very corner. Many drivers"cut comers" as they zoom around them. While walking our 2 dogs on leash, we have both been nearly hit by speeders. An especially bad slope is the one east of the traffic light on Descanso—cars can really pick up speed, from gravity if nothing else, if drivers are not careful. And I do get tired of tail-gating, irritated drivers when I slow tc - 20 or 25 mph. The City has been most helpful recently, in response to a request for cleanup and trimming at the Descanso/LOV Rd. comer. We hope you can help us out on this problem, too. It is a pleasant neighborhood, containing a wide range of homeowners: from retirees to young families to—more and more--students. We are beginning to worry about the safety of babies in strollers, wandering toddlers, small school-age children trying to cross the street--to say nothing of our pets and a few wild animals up from Laguna Wetlands. Our development is unusual in that it has no posted speed limits, as many similar areas do. We adults often see drivers going 35 mph or more. Possibly, visitors are simply not aware how fast they are driving. Other drivers are young students who actually live here, but are not (yet)parents--the"pickup truck - set." Without appropriate signage, we fear that our streets are becoming unsafe. Possible solutions: Before tragedy strikes, we urge the City to install signs at entrances to this neighborhood—such as Descanso and Diablo—and possibly at other key locations within the development. As you are aware, that home was destroyed by fire in November of 1996. Since then the Godfreys have been trying to get it rebuilt A year ago they submitted plans to the City which were approved and in keeping with the historical requirements of the City. Some of the people who own rental property in the area would have you believe it is an exclusive residential neighborhood. It is not While it is a lovely location, and was an attractive house,it is important to face the facts: 1. The Broad Street front of the house is often closed by the City for street fairs and vendors. That creates a lot of noise and litter right at the house. 2. It is a heavy traffic comer with both people and cars. 3. It is across the street from a school (no other houses in that block). 4 It is across the street from the Mission Church and Mission Plaza(no houses). 5. It is kitty-comer from an apartment complex. 6. There is an apartment house abutting the back fence. 7 There is one house separating them from a public Museum. 8. On the west comer of the block the City purchased property for a parking lot or garage. Having a very personal interest in the home,we are delighted that the Godfreys want to rebuild it to look as close as possible to the original keeping in mind that the house had no foundation and needs a tremendous amount of work. The house the Godfreys want to build would be a definite asset to that comer and would indeed be a home. The fact that they worked inside would not spoil that effect Their immediate neighbors agree with that Since that house was built for a doctors office(in about 1885) with a residence attached in the back,it is an awkward floor plan to repeat The Godfreys are trying to maintain that,adopting it for their own use. It would still have a white picket fence,roses, and a garage. Everyone would be happy. Designating houses as historical sites is a positive thing for the City but when it entirely ties the hands of the people who own them then it doesn't seem reasonable. When the Godfreys bring their plan to your Council for approval, we respectfully ask that you look at what would make the most sense considering the very public location of the house. We understand that the Godfrey's only alternative to this last appeal will be to tum the property over to developers to put up another apartment house. We hope that won't happen. As mentioned in their February 4th memorandum to Council members,there was concern about the targeted use and necessity of the parking fine increases. Staff was present at the meeting and informed the Board that the proposed meter increase was part of the Parking Fund Rate review which was considered by Council in May of 1997 and that the fine increase is consistent with adopted policies for self-sufficiency of the Parking Fund along with enhanced enforcement. The other increases were recommendations that will help reinforce parking enforcement efforts by bringing fines more in line with other cities because there has not been an adjustment to fines in eight years. The ordinance changes were also briefly discussed emphasizing the need to standardize times and clarify language for improved enforcement. The Board was informed that all of the increases would be used exclusively for parking projects and the increased revenue would not be eligible for PDR use. After discussion by the Board,the motion was made to accept the staff recommendations for fine increases as well as the ordinance changes. February 11, 1998 Mayor Allen Settle and Councilmembers Bill Roalman, David Romero, Kathy Smith and Dodie Williams Re: Appeal, 963 &967 Broad Street Dear Mayor and Councihnembers: On October 8, 19975 I wrote a letter to the Planning Commission expressing some concerns regarding a rezoning request of Mr. &Mrs. Keith Godfrey for their property located at the comer of Pabn and Broad Streets- the old Victorian cottage which had been damaged by fire. I attended the January 14th PC hearing on this request and when it became clear to me that the Godfreys had not presented the data needed for the PC to make a solid decision favoring the request, I spoke and recommended denial The PC, in fact, did deny the rezoning request. The Godfreys have appealed the PC decision and you are slated to hear their appeal on February 17. I believe a copy of my October letter is included in your informational packet;I respectfully ask you to read my recommendations listed on page 2 of that letter. I have subsequently had an opportunity to meet with the Godfreys and to review their revised plans which speak directly to the City's need to have specific information about what part of the house is to be designated for office purposes and what part is to remain residential. The Godfreys had a very difficult time understanding why the separation wall called for by staff was so important. This they now understand and they have developed a plan which I believe makes this division clear not only for them but for any future owners of this property. It also clarifies the amount of parking which must be provided. With this new plan on record, I think that the City is protected against any future abuse of mixed use on this property. As a consequence of these plan revisions and knowing that both the ARC and the CHC have given prior approval to the renovations needed to repair the fire damage and to maintain the structure essentially in its historical context, I now remove my protest and speak in favor of granting the mixed use zoning requested provided that the conditions I outlined in paragraphs 2-c,d and a of my October 8 letter are included in your actions. I believe that the value added by this enhanced use of the property should provide the incentive to repair the damage and to maintain this historical residence in its near original form without significant impact on the surrounding neighborhood. Because of the substantial cost,the final decision was to install sidewalk only on the south side of the structure. I was never quite comfortable with this decision and have observed since that time increasing instances where pedestrians wishing to cross U.S. 101 on this structure walk in the bike lane rather than making two crossings of Madonna Road to reach their destination on the north side. This is quite hazardous and I am sure exposes us to liability. I believe it would be worthwhile for the City Council to direct staff to investigate alternate means of providing a sidewalk along the north side of the structure, investigate funding possibilities and include funding within the next budget submittal.
