SUBJECT: 1911 Act Sidewalk Installation Program
Subsequent to the completion of the Sidewalk Installations staff report, it was learned that
procedures followed may not comply with Proposition 218 requirements. Based on preliminary
research conducted by the City Attorney, it appears that the process followed by staff over many
years may no longer be sufficient. Research will continue this week and staff shall be meeting
on March 2'to determine a recommended course of action. The staffs recommendation will be
reported to Council prior to or during the March 3'meeting.
