DISCUSSION In 1994, the Parks & Recreation Department developed a program at the Santa Rosa Park multi-use area in order to channel the skateboarding activity in the community to a more structured environment but allowing for creative play. Department staff and volunteers placed the main emphasis on safety and in doing so, has a successful program that has grown with such interest that it now includes an in-line skating component. On the average, the number of skaters taking advantage of the SkatePark program can range among 40-55 participants per scheduled day. The Parks & Recreation Department was approached by the San Luis Obispo County YMCA in early 1996 to upgrade the 40 year old concrete slab and enclose the site with a chain link fence so their rollerhockey leagues along with the City's SkatePark and youth basketball programs could be contained in a defined area. In the fall of 1996, the YMCA began their leagues at Santa Rosa Park and in doing so, fulfilled an additional skating need. With the onset of the Y's program, the SkatePark program staff has been having difficulty in getting adequate time to handle the steadily growing number of participants. Interested parents and volunteers approached the City in the spring of 1997 to look at what opportunities could be done to increase the SkatePark site while still allowing the YMCA to continue with their program. With the help of Landscape Architect, Steve Caminiti, a set of plans was developed to identify amenities for the expansion. A 45' x 165' concrete slab is designated for the north side of the current multi-use area that is now currently turfed. The concrete pad will be enclosed with 8' chain link fencing matching the fence at the multi-use area. An 18' x 24' permanent storage building replaces the storage containers currently on site. The original Community Development Department approval of the storage containers was based on the fact that the units were temporary and conditions made that Council Agenda Report—Report Title Page 2 they be replaced with a permanent building. Additional work needs to be accomplished to replace turf and shrubbery along with adjustments to the park sprinkler system. The Central Coast Women's League was engaged by Chris Pontius, who coordinates the SkatePark program, to sponsor fund raising efforts for the facility. With Chris's efforts, a group of parent volunteers has stepped forward to offer volunteer labor, materials, and in-kind services towards completing the proposed expansion. CONCURRENCES Along with the Parks & Recreation Department, the Public Works Department has reviewed the plans and assigned a staff member to oversee the project. Community Development has given this project a minor and incidental architectural review approval. The Parks & Recreation Commission approved the concept at their June 1997 meeting. After review by the budget analyst, the methodology for funding was approved by the Finance Department. FISCAL IMPACT It is anticipated that all funding for this project will be through community donations and volunteer labor. Use of City general funds for this project is not expected. A preliminary cost estimate for the project work was made: Storage Building $21,600 Concrete Slab $189000 Additional Chain Link Fence $39984 Irrigation Revisions $39000 Maintenance of the proposed area is estimated to be $1500 annually to cover labor by parks maintenance staff, materials and supplies. ALTERNATIVES Should Council not approve this project, no changes will be made to the existing park site. Impact would be felt on the skatepark program which shares its facility with the YMCA's rollerhockey leagues. The expansion would allow more children and teens to participate in an organized skateboard/in-line skating activity; by denying this request, the lack' of additional time and space would preclude participation.
