The F..VC has loaned over four hundred thousand dollars (5400,000) over the parr. twelve months to six busineS,es in Lhe cities of Paso Robles (2) , Atascadero (1) , San Luis Obispo (2) , and in the unincorporated cornmt;nity of Templeton (1 ) . Loans arc: now in process for Ube city of Grover Beach and for an additional loan; in San Luis Obispo. These funds will create and initial thirty new job, Lor low income county residents. At .fu11 macutit.y the bustnasses will create upwards of seventy new jobs. This has been accomplished in j'usL over nine months of lending operation. Loan fund operation with City allocated CDBG resources has only been operable since December of 1997. The two loans made in the city, Kiosk Software and Mid-Stare Building Supply were made with County CDBG resources. The econoalic benefit for lec: MEETING AGENDA l DATE �' ITEM # mcmoizanoum April 2, 1998 TO: Council Colleagues (� FROM: Dodie Williams �/L1/ SUBJECT: CDBG FUNDING FOR THE ECONOMIC VITALITY CORPORATION In reading the staff report on granting CDBG funds for the EVC, I note it states none of the funds from the previous grant cycle have yet been loaned. Keep in mind the funds were not made available to the EVC until the end of 1997. It is highly unlikely that any proiect could be introduced reviewed and completed in a three month period. The funds, therefore, remain intact and are only drawn down when a project happens. The EVC's loan officer has had many inquiries and reviewed several potential loans, but to date none has been found worthy. The EVC's interest is in spending the City's funds wisely. Currently, in San Luis Obispo there is one loan imminent, which still needs application and review, along with several inquiries. The Council should also consider that economic development is a very long-term process. Contacts made today may not materialize for months—sometimes years. That holds true for our City effort as well. The EVC is county-wide, and there have been nearly 100 jobs created since its inception a short 16 months ago. Even though much of the loan activity to date has taken place out of our city, the results are beneficial throughout the entire county. These funds could provide just the incentive an entrepreneur needs to start a small business in San Luis Obispo. I urge you to take favorable action on this CDBG item. One member has volunteered to staff the event, so one of the major cost factors has been addressed. The 5016 application is progressing, articles of incorporation and bylaws have been reviewed and will be completed this month. A sponsorship brochure will be distributed this month. Office space has been donated at 207 Madonna Road. Ride-On is setting up a shuttle service and seeking pick-up points where numbers of cars could park. Ride-On will pick up any group of five or more at a home for shuttle to the downtown area. Norm Jackson is planning a dance revue, and the entertainment committee is getting good response from local artists. The BIA is actively involved. This event could well be a tremendous boost for tourism and local businesses, so I look forward to significant City cooperation and participation. Bearing down on him at a high rate of speed was a big wheel truck. The driver was speeding to beat the light at Buchon St., totally unaware of the danger. Fate delivered my son that day but a few years later another person was not to be so spared. Lucille Janisse was killed on Broad St. right where it was widened. Several years later another pedestrian would loose her life on South St. I cannot participate in a discussion where the lives of people are weighed against the saving of a few seconds travel time. To do so is to sign a death warrant for someone's child, someone's mother. The City must give equal protection to all residents. It must not do things that encourage increased speeding in front of our homes---like widening the streets. The speed limit must be 25 in all residential areas and the streets must be designed to slow traffic down to this safer level. Sincerely, 0 Leo W. The traffic on Buchon Street has increased over the last 5 years and I'm sure it is because of the growth taking place in our city and county. I was reading over the neighborhood traffic management guidelines and was disappointed when I read the section on funding. I believe the traffic problem in out neighborhood originates from the increase in housing and other development around our city. I am opposed to any increase in property taxes or fees to residents that are effected by traffic that the city has promised to control. The moneys for traffic management projects should have been collected from developers before development was allowed to proceed and used for traffic control projects. We always hear that new development is well planed and it won't have and effect on our community and now we see this was not the case and you are asking the residents to foot the bill.
