McCluskey,Public Works Director Prepared by: Wayne Peterson,City Engineer SUBJECT: Engineering Service For Pavement Maintenance Project-City Project#9215 CAO RECOMMENDATION: 1. Approve request for proposals for " Engineering Service For Pavement Maintenance Project- City Project#9215 " 2. Authorize staff to accept proposals and authorize the CAO to award the contract to the best proposer in an amount not to exceed$200,000. DISCUSSION: The Council at the April 10 Council meeting approved the 1998 Pavement Management Plan. This plan established a systematic method of addressing pavement deficiencies in the City. A primary feature of the plan was the establishment of 8 principal areas within the community and a maintenance plan that will allow each of these eight areas to be maintained on a regular eight year schedule. The eight year cycle is intended to allow coordination with other City projects such as water and sewer main replacements. Arterial,collector and bus routes outside of the area receiving maintenance are to have a special allocation which recognizes their importance to the community. Staff has conducted inspections.and developed a maintenance program for area 1 (1997-8) and area 2 (1998-9) programs and the arterial and collector streets in the other- 6 areas. The program identification was made utilizing Micro Paver. A total of $2.7 million dollars in major work is listed in Appendix A of the proposal. As a part of this project the engineer will prepare a report based on engineering testing of the pavement to establish the most cost effective method of bring the pavement to a new condition. The report will include preliminary cost estimates. Based upon the recommendations the engineer will be asked to contract to prepare final plans for some or all of the work. The decision of how much the engineer will be asked to do will depend on the recommendations and the current engineering work load. The CAO will be asked to amend the initial contract to allow the additional work to be done. CONCURRENCES: Individual street projects are being coordinated with the Utility Department and the City's other maintenance programs. Preparation of engineering reports and plans does not require the preparation of CEQA documents. Final plans will be reviewed with the Community Development Department and appropriate CEQA processing will be carried out at that time. C'/3 Council Agenda Report-Engineering Service-City Project#9215 Page 2 FISCAL DAPACT: The Council in approving the Pavement Management Plan approved$200,000(1997-98 budget) for the purpose of hiring an engineering firm to perform engineering work required for the preparation of plans for this project. Total cost of preparing an engineering report and final construction plans is estimated to cost between 5 and 6 percent of the contract costs or about $162,000. Actual total costs of the engineering will not be known until the completion of the engineering report. The cost of the initial reports is estimated to be$65,000. Of general interest to the City of San Luis Obispo is information that ridership was up by 7%, fares up in 1997 by 3%and budget costs have decreased by 2%for next year. Therefore in 1998/99,the budget will have more money available for local agency operations. San Luis Obispo's increase is expected to be approximately $209,000. SLOCOG The federal government is still working out the details of a greatly increased highway funding program which should result in substantial increase for all jurisdictions. It is expected to be approved by both federal houses by the end of May. The Call Box Program on local highways is under construction,with a three week anticipated completion time. There will be a ceremony at 8:00 am. May 20'b at the top of Cuesta grade. I believe council members will be receiving invitations. A Caltrans report at the meeting indicated that the major slides on Highway 1, south of Big Sur are expected to be cleared and the highway open by Memorial Day. This should result in a substantial increase in tourist activity for the County and City. c: J. Dunn
