DISCUSSION On April 7's the City Council authorized staff to advertise for bids for Reservoir Canyon Waterline Project. Bids were opened on May 6's. The low bid was approximately 15% over the engineer's estimate. Staff reviewed the bids to determine the cause of the discrepancies. In general, the higher costs were spread throughout the bid. There was not a single item which caused the increase. Public Works has seen an increase in bid prices over the last couple of months. Contractors have indicated they have a great deal of work lined up as a result of the wet winter season. Staff expects bids will be running higher than planned for during budget preparation and will therefore make allowances in future engineer's estimates. Per Council policy,when bids are received,which exceed the engineer's estimate,the Council must approve the contract rather than the CAO. CONCURRENCES The Utilities Department has reviewed the bids and requested award. FISCAL Il"ACT Based on the bids, the recommended revised project budget is $75,000. There is currently $60,100 in the Hansen-Gularte Water line capital project budget (500.9080.510.553) to support this project. The additional funding ($14,900) is recommended to come from water distribution system improvements (500.9067.510.553), which currently has $2,004,500 remaining to support water line improvements. ALTERNATIVES Staff can re-bid the project; however, a decrease in the bid prices is not expected.
