By motion approve recommendations from the Human Relations Commission for Grants- In-Aid funding for 1998-99 in the amount of$94,800. 2. By motion approve the use of carry over funds in the amount of$4,800 from 1997-98 to fund a portion of the 1998-99 Grants-In-Aid funding. 3. Adopt a resolution authorizing staff to develop and execute agreements with each Grants- In-Aid recipient as outlined in Attachment "1" and inclusive of any modifications made by Council. DISCUSSION: Background InDecember of 1997, the Human Relations Commission (HRC) began its annual Grants-In-Aid process. Notices advertising the availability of grant moneys for local service organizations that provide human and social services in the City were placed in the Telegram-Tribune. In addition, prior year grant recipients were sent notices advising them of the 1998-99 Grants-In-Aid process. A workshop was held for prospective applicants to review the changes to the grant application, reiterate the HRC's expectations for application content and format, and answer any questions from applicant agencies. Completed Grants-In-Aid applications were due to the City in February, 1998. The HRC received forty applications, with total requests for funding of $161,220. The 1998-99 grant applications are available for Council review in the City Clerk's Office. Review Process Upon receiving the grant applications, the HRC convened a subcommittee composed of Trish Avery, who served as chair, and outgoing commissioner Randy Baudendistel, to thoroughly review the applications and formulate preliminary grant recommendations. The subcommittee's preliminary recommendations were then presented to the Commission in April, 1998. Agencies were invited to hear the subcommittee recommendations presented to the HRC at the April meeting. A quorum was not present so adoption of the recommendations was placed on the May, 1998 meeting of the HRC. Council Agenda Report- HRC Grant-in-Aid Recommendations Page 2 At the May, 1998 Public Hearing, 24 agencies were represented. There was a full Commission present which included the three new Human Relations Commissioners. Comments from many agencies centered around increasing demand for services partially related to implementation of the Welfare Reform Program. Hearing comments for increasing needs for services the Commission moved to allocate the use of carryover funds to provide additional funding to requesting agencies. The motion passed. Funding Recommendations Specifically, the following are the HRC's 1998-99 Grants-In-Aid recommendations: • Total requested $161,220. The Financial Plan includes $94,800 for Grants-In-Aid. • The HRC is requesting use of$4,800 of carryover money to be directed towards 1998-99 allocations. • Provide funding to 39 agencies; grants range from $500 to $9,000. • Provide funding to four new agencies (Assistance League Of S.L.O., Food Bank Coalition, Grandmother's House, Lifespan Extended Care) A more detailed discussion of the individual grant recommendations can be found in Attachment „2„ Contracts Upon Council adoption of grant amounts, staff will enter into contracts with each of the qualified organizations. Each contract is then monitored by the HRC and staff throughout the year. FISCAL IMPACT: The 1998-99 Financial Plan identifies $94,800 for the Human Relations Commission's Grants-In- Aid Program. AIDS SUPPORT NETWORK 1997-98 Grant Amount: $ 2,100 1998-99 Request: $ 6,900 1998-99 Subcommittee Recommendation: $ 4,000 Aids Support Network is requesting $6,900 to promote the educational and outreach programs such as informational outreach community events and speakers for the "Positively Speaking" Speakers Bureau. Funding will also be directed to expanding the in-house library. Aids Support Network provides support to those diagnosed with Aids or HIV disease, as well as their families. Recommended funding of $4,000 which partially funds the request. 2. ACHIEVEMENT HOUSE 1997-98 Grant Amount: $ 500 1998-99 Request: $ 590 1998-99 Subcommittee Recommendation: $ 590 Achievement House is requesting $590 to purchase equipment needed for continued employment of adults with disabilities. They provide services to over 200 businesses and organizations. The specific purchase will be a Model GSC-9700 Battery Operated Counting Scale to assist consumers (adults with disabilities) with employment and accuracy. The Committee is recommending $590 which will allow the organization to fund the purchase. 3. ALPHA 1997-98 Grant Amount: $ 1,000 1998-99 Request: $ 1,800 1998-99 Subcommittee Recommendation: $ 1,000 Alpha is requesting $1,800 to provide Housing Assistance Rental Deposit Subsidy Program in the form of rental deposit subsidy to needy parents. The City has partially funded this program since 1991. The Committee is recommending a grant of $1,000 which is consistent with the prior year. 4. AMERICAN RED CROSS 1997-98 Grant Amount: $ 4,200 1998-99 Request: $ 6,000 1998-99 Subcommittee Recommendation: $ 4,000 The San Luis Obispo County American Red Cross is requesting $6,000 to maintain funding of basic ongoing services. Grant funds requested cannot fully meet all of the services identified but will fund in part, emergency sheltering, replacement of fundamental food and clothing lost during disasters, provide emergency relief to disaster victims, strengthen the SLO City Disaster Action Team (DAT), support Armed Forces Emergency Services, provide training in CPR, First Aid, Water Safety, Babysitting and HIV/AIDS education, recruit and train instructors of above programs, increase class offerings. The Committee is recommending a grant of $4,000. 5. ARTHRITIS FOUNDATION 1997-98 Grant Amount: $ 1,000 1998-99 Request: $ 1,500 1998-99 Subcommittee Recommendation: $ 1,500 The San Luis Obispo branch of the Arthritis Foundation is not self sustaining. They are requesting $1500 for the purchase of a new computer for office staff. The identified computer will be a 486 capable of running Spanish/English translation programs as well as running desk-top publishing. The computer will enable the Arthritis Foundation to save money by developing their own flyers and graphics and will additionally enable them to create Spanish language flyers and documents. The Committee is recommending a grant of $1,500 which will fully fund the computer purchase. ATTACHMENT 2 co?_4 6. ASSISTANCE LEAGUE OF SAN LUIS OBISPO COUNTY 1997-98 Grant Amount: $ 0 1998-99 Request: $ 6,000 1998-99 Subcommittee Recommendation $ 1,000 The Assistance League of San Luis Obispo is a first time requesting agency and are requesting $6,000. As a part of "Operation School Bell" they administer two complete sets of children's clothing, one new and one gently used and in addition, underwear, socks, shoes and jacket. The requested funds will be used to purchase the largest requested item, shoes. The target is to purchase150 pairs of shoes @20.00/pair and the second requested item jeans, 150 pairs at $20.00/pair. A partial fund of $1,000 is the Committee recommendation and will assist with a portion of the requested application need. 7. BIG BROTHERS/BIG SISTERS 1997-98 Grant Amount: $ 500 1998-99 Request: $ 1,600 1998-99 Subcommittee Recommendation $ 1,600 The Big Brothers/Big Sisters is requesting $1,600 to fund to participation in the AmeriCorps Program by securing one AmeriCorps member to be assigned to Big Brothers/Big Sisters for one full year to work in a mentor capacity with at least six "high-risk" teens. The Committee recommendation of $1600 funds the full amount requested. 8. CAMP FIRE COUNCIL 1997-98 Grant Amount: $ 1,000- 1998-99 Request: $ 1,000 1998-99 Subcommittee Recommendation: $ 1,000 The Camp Fire Council is requesting $1,000 to continue a summer day camp/care program at a reduced fee for children in San Luis Obispo. Requested money will be used to offset cost of camp. Committee is recommending a grant of $1,000 which is consistent with the prior year. 9. CASA SOLANA 1997-98 Grant Amount: $ 5,000 1998-99 Request: $10,000 1998-99 Subcommittee Recommendation: $ 5,000 Casa Solana is requesting $10,000 to support ongoing operations in order to continue to provide social-model recovery services which includes twelve-step recovery and educational-recovery programs and residential- recovery services which includes shelter, food and transportation for women suffering from alcoholism and/or drug addiction. The funds are specifically used for food, household supplies, health and comfort items, educational materials, postage, utilities and transportation expenses. The Committee is recommending a grant of $5,000 which is consistent with the prior year. 10. CHILD DEVELOPMENT CENTER 1997-98 Grant Amount: $ 7,500 1998-99 Request: $ 9,000 1998-99 Subcommittee Recommendation: $ 9,000 The San Luis Obispo Child Development Center is requesting $9,000 to purchase supplies for children's activities, paper goods, office, health and safety supplies, children's library materials and playground supplies and therapy supplies for their child abuse prevention/intervention program and fund facility costs, transportation costs for the child abuse prevention program. The Committee is recommending a grant of $9,000 which fully funds the request. 1. EOC CHILD CARE RESOURCE CONNECTIONS 1997-98 Grant Amount: $ 1,200 1998-99 Request: $ 3,000 1998-99 Subcommittee Recommendation: $ 2,000 �f �' / The EOC CCRC requests $3,000, to purchase training materials, duplicate instructional materials for trainees, print flyers and advertising materials, and purchase workshop supplies for training CalWORKS recipients with provision of quality child care. This represents 19.11% of the CCRC budget. The Committee is recommending $3,000, which will fully fund the request. 12. EOC HEALTH SERVICES - 40 WONDERFUL 1997-98 Grant Amount: $ 3,000 1998-99 Request: $ 3,000 1998-99 Subcommittee Recommendation: $ 3,000 The EOC Health Services - 40 Wonderful is requesting $3,000 to continue to financially subsidize low income, uninsured and underinsured women, age 40 and older in the City of SLO with the preventative health screening and education of women's mid-life health issues, and early detection of breast and cervical cancer. The Committee is recommending a grant of $3,000 which fully funds the request. 13. EOC SENIOR HEALTH SCREENING 1997-98 Grant Amount: $ 2,800 1997-98 Request: $ 3,000 1997-98 Subcommittee Recommendation: $ 2,500 EOC Senior Health Screening is requesting $3,000 to fund the continuance of services directed to seniors 50 and older utilizing a part-time registered nurse and aide/clerk in providing seven regular screening tests of blood pressure, weight/pulse, blood tests for diabetes, anemia, urinalysis, hemoccult testing for colo-rectal cancer detection and cholesterol screening at 20 locations throughout the county. The Committee is recommending a grant of $1,000 which funds a portion of the request.. 14. EOC HEAD START - DENTAL EXAM 1997-98 Grant Amount: $ 1,400. 1998-99 Request: $ 2,000 1998-99 Subcommittee Recommendation $ 1,400 The $2,000 requested by EOC Head Start will be used to supplement the regular Head Start budget to provide dental examinations and follow-up services at the High Street Head Start. The Committee is recommending $1,400 which is consistent with last years funding 15. FAMILY SERVICES CENTER 1997-98 Grant Amount: $ 3,500 1998-99 Request: $ 4,500 1998-99 Subcommittee Recommendation: $ 3,500 The Family Services Center is requesting $4,500 to support operational expenses of the counseling and referral programs. The funds will be directly expended on rent, utilities, supplies, advertising, telephone and duplicating. The Committee is recommending a grant of $3,500. Recommended funding is consistent with the prior year and will allow the organization to fund a majority of the expenses identified in the proposal. 16. FOOD BANK COALITION: 1997-98 Grant Amount: $ 0 1998-99 Request: $ 3,000 1998-99 Subcommittee Recommendation: $ 1,000 The Food Bank Coalition is a first year applicant agency requesting $3,000 to defray costs of its services to agencies in San Luis Obispo city. Funds will be used for rent, utilities, telecommunications, transportation costs for fuel, rental, truck maintenance, insurance and equipment maintenance. A recommendation of $1,000 is being made by the Committee. 17. GRANDMOTHER'S HOUSE CHILDREN'S CENTER 1997-98 Grant Amount: $ 0 1998-99 Request: - $ 5,000 1998-99 Subcommittee Recommendation: $ 1,500 Grandmother's House is a first year applicant agency that provides childcare through the utilization of Senior Citizens as teachers and mentors and has requested $5000. The requested funds will be used to provide transportation for seniors to and from the facility, curriculum materials, training, marketing and advertising and refurbishment to the facility. The Committee has recommended partial funding of $1,500. 18. GRASS ROOTS II INC 1997-98 Grant Amount: $3,500 1998-99 Request: $ 6,000 1998-99 Subcommittee Recommendation: $ 3,000 Grass Roots II is requesting $6,000 to fund basic fixed expenses of rent, utilities, and telephone. Grass Roots II provides food, clothing, and crisis intervention to those that "slip through the cracks" and do not qualify for aid from other traditional social service agencies. The Committee is recommending a grant of $3,000 which will fund a portion of the program's fixed expenses. 19. HOSPICE 1997-98 Grant Amount: $ 4,200 1998-99 Request: $10,000 1998-99 Subcommittee Recommendation: $ 4,200 Hospice is requesting a grant of $10,000 that will be applied to the general budget to fund support of three primary programs of: 1) in-home hospice care; 2) bereavement counseling for children and adults; 3) community outreach and education on issues of grief and loss, death and dying. The Committee is recommending a grant of $4,200 which is consistent with the prior year funding. 10. HOTLINE 1997-98 Grant Amount: $ 3,400 1998-99 Request: $ 5,000 1998-99 Subcommittee Recommendation: $ 3,400 Hotline is requesting $5,000 to fund ongoing operational costs associated with providing a twenty-four hour crisis intervention hotline. Grant funding will be distributed between expenses for rent, telephone, recruitment and training of volunteers and postage costs related to the mailings of the Senior Information literature, Attendant Care List, Human Service Directory update forms and other outreach materials. The Committee is recommending a grant of $3,400 which is consistent with prior years funding. 21. LIFESPAN SERVICE NETWORK (ADCARE) 1997-98 Grant Amount: $ 2,000 1998-99 Request: $ 2,500 1998-99 Subcommittee Recommendation: $ 2,000 Ad Care is requesting $2,500 to enhance the operations of the AdCARE center in the city of San Luis Obispo. There is a need for installation of a second phone line in order to accommodate the incoming phone demand. Specific purposes to which the funding will be directed are program supplies, telephone and partial cost of rent. The Committee is recommending a grant of $2,000. Recommended funding is consistent with the prior year. 22. LIFESPAN - CARING CALLERS 1997-98 Grant Amount: $ 450 1998-99 Request: $ 1,150 1998-99 Subcommittee Recommendation: $ 1,000 LIFESPAN, Caring Callers has requested $1,150 to supplement the operating expenses of the Caring Callers program with a special emphasis on funding the annual volunteer recognition banquet which is attended by about 100 volunteers. Awarded funding also serves as a local match for federal funding requests. The Committee has recommended funding$1,000. .?- 9 23. LIFESPAN - EXTENDED CARE 1997-98 Grant Amount: $ 0 1998-99 Request: $ 500 1998-99 Subcommittee Recommendation: $ 500 LIFESPAN, Extended Family Associates, (EFA), is a first year funding requesting agency and has requested $500. Funds will be used to enhance operations of the Community Respite Registry. Program supplies and the installation of a second phone line are identified as specific purposes. The Committee has recommended fully funding the request of $500. 24. LIFESPAN - RSVP 1997-98 Grant Amount: $ 500 1998-99 Request: $ 1,000 1998-99 Subcommittee Recommendation: $ 1,000 The Retired Senior Volunteer Program (RSVP) is requesting a grant of $1,000 to continue its current level of support to the community as well as assisting the program in meeting the local funding match. A recommendation for full funding of $1000 is recommended by the Committee 25. LIFESPAN - SENIOR PEER COUNSELING 1997-98 Grant Amount: $ 1,700 1998-99 Request: $ 1,750 1998-99 Subcommittee Recommendation: $ 1,750 Senior Peer Counseling is requesting $1,750 to fund ongoing operating their program to train senior volunteer counselors who serve as mental and emotional health service to the senior population. The funds specifically are directed to the 10-week, 60-hour training program for volunteers and in addition the to two-hour per week supervisory and skills update sessions. The committee is recommending of fully funding the grant of $1,750. 26. SAN LUIS OBISPO LITERACY COUNCIL - ESL 1997-98 Grant Amount: $ 2,000 1998-99 Request: $ 3,500 1998-99 Subcommittee Recommendation: $ 2,000 The San Luis Obispo Literacy Council is requesting $3,500 to recruit and train an adequate number of volunteers to meet the training needs of English Second Language students at decentralized Learning Centers. The Committee is recommending a grant of $2,000 which is consistent with the prior years funding. 27. LITERACY COUNCIL -PRADO DAY CENTER 1997-98 Grant Amount: $ 1,200 1998-99 Request: $ 4,000 1998-99 Subcommittee Recommendation: $ 1,360 The San Luis Obispo Literacy Council is requesting $4,000 to establish an expendable Library of appropriate texts to enhance the motivation of homeless, recruit and train specialized volunteers for the Homeless Tutor pool, provide professional assessments to aid Tutors to meet the specialized needs of homeless learners. The Committee is recommending a slightly higher funding amount this year of $1,360. 28. LONGTERM CARE OMBUDSMAN 1997-98 Grant Amount: $ 1,500 1998-99 Request: $ 3,000 1998-99 Subcommittee Recommendation: $ 1,500 Long Term Care Ombudsman Services is authorized by the State and Federal governments to be the priman, agency for the purpose of resident advocacy and investigative intervention in long term care facilities. The request is for $3,000 to fund volunteer recruitment, training costs, and community education. The Committee is recommending a grant of $1,500. Recommended funding will allow the organization to fund some of the expenses identified ih-uteir proposal. 29. MENTAL HEALTH ASSOCIATION 1997-98 Grant Amount: $ 1,400 1998-99 Request: $ 4,000 1998-99 Subcommittee Recommendation: $ 3,000 Mental Health is requesting $4,000 to provide minimum wage compensation for mentally ill client employees who are responsible for maintenance of the growing in the nursery, landscape and farm programs. Over 80% of our client employees live in the city of San Luis Obispo. The Growing Grounds Farm provides "on the job" vocational training to the persistently mentally disabled. Recommended funding of $3,000 will allow the group to fund a majority of the identified proposal. 30. RAPE CRISIS 1997-98 Grant Amount: $ 5,800 1998-99 Request: $ 5,800 1998-99 Subcommittee Recommendation: $ 5,800 Rape Crisis is requesting $5,800 to fund ongoing support costs. Funding will be directed to offsetting answering service and pagers, rent, audit and bookkeeping services, telephone and utility expenses The Committee is recommending a grant of $5,800 which fully funds the request. 31. SALVATION ARMY 1997-98 Grant Amount: $ 7,000 1998-99 Request: $ 8,000 1998-99 Subcommittee Recommendation: $ 7,000 The Salvation Army is requesting $8,000 to support current comprehensive services of emergency food assistance known as the food pantry, food vouchers to local grocery stores and food travel bags. The Committee is recommending a grant of $7,000 which is consistent with last years funding and nearly funds the request fully. 32. SENIOR LEGAL SERVICES 1997-98 Grant Amount: $ 500 1998-99 Request: $ 1000 1998-99 Subcommittee Recommendation: $ 500 SLO Legal Alternatives, (SLOLAC) is requesting $1,000 to serve as a match for funds contributed by Area Agency on Aging for ongoing operations of providing legal support to the Senior population The Committee is recommending a grant of $500 to help fund the request. 33. SENIOR NUTRITION PROGRAM 1997-98 Grant Amount: $1,000 1998-99 Request: $3,500 1998-99 Subcommittee Recommendation: $1,000 Senior Nutrition is requesting $3,500 for food, supplies and rent accrued in providing nutritious noon meals to the senior citizens of San Luis Obispo. Funding will assist in the provision of meals at the Anderson Hotel and Springfield Baptist Church nutrition sites and to home bound seniors. Approximately 8,500 congregate meals and 13,500 home delivered meals are served annually to 200 elderly folks in the City of San Luis Obispo. The Committee is recommending a grant of $1,000 which is consistent with the prior year and will allow the group to fund a portion of the expenses identified in their proposal. '4. SLO CO. ACCESS 1997-98 Grant Amount: $ 2,000 1998-99 Request: $ 3,550 1998-99 Subcommittee Recommendation: $ 500 SLO CO. Access has re,,_.:sted $3,550 to provide funding for operating expenses associated with an assistance dog training program. Specific expenses include printing office supplies, travel/fuel, equipment, supplies, 5% to SLOCO Access for administration and vet care. The Committee is recommending $500 to partially fund the request. 35. SLO FRIENDS OF THE LIBRARY 1997-98 Grant Amount: $ 1,500 1998-99 Request: $ 3,000 1998-99 Subcommittee Recommendation: $ 2,000 The SLO Friends of the Library are requesting $3,000 for the Youth After-School Program. Funding would be specifically directed to materials for school assignments, (s non-fiction, encyclopedias and a Spanish language segment), mentor honorariums, and internet access. A recommendation of $2,000 is coming forward from the Committee which is higher than last year's grant. 36. TRI COUNTIES EASTER SEALS 1997-98 Grant Amount: $ 1,500 1998-99 Request: $ 3,500 1998-99 Subcommittee Recommendation: $ 1,500 Easter Seals is requesting $3,500 to be directed towards City of San Luis Obispo residents in need of medical or therapeutic assistance that do not qualify for other forms of assistance. The Committee is recommending a grant consistent with of last years funding of $1,500. 37. UNITED CEREBRAL PALSY 1997-98 Grant Amount: $ 500 1998-99 Request: $ 6,000 1998-99 Subcommittee Recommendation: $ 1,000 United Cerebral Palsy is requesting $6,000 to be used exclusively to fund the operation Ride On program cost,- of ostaof the vehicle and drivers for the "Safe Ride Home Program" on Thursday through Saturday evenings. Since the programs inception in 1994, drunk driving arrests have declined by 40%. Ride On does not receive any other governmental funding for this program. The Committee is recommending a grant of $1000. 38. VOICES FOR CHILDREN, CASA 1997-98 Grant Amount: $ 2,000 1998-99 Request: $ 6,480 1998-99 Subcommittee Recommendation: $ 3,500 CASA/Voices for Children is requesting $6,480 for the current operating cost of rent. Voices For Children currently supports 125 children who may be experiencing parental or neglect or abuse as a result of parental situations revolving around stresses on families due to unemployment, housing, substance abuse etc. There are 110 children on the waiting list. CASA is the sole provider of this service to the community and to court. The Committee is recommending a grant of $3,500 to fund a portion of the identified expense. 39. WOMEN'S SHELTER PROGRAM 1997-98 Grant Amount: $ 8,000 1998-99 Request: $12,000 1998-99 Subcommittee Recommendation: $ 9,000 The Women's Shelter Program (WSP), is requesting $12,000 to assist with the basic costs of running the WSP provides emergency shelter for women and children who are victims of domestic violence. Funding will be directed towards emergency shelter, legal assistance and counseling services, The Committee is recommending a grant of $9,000 which is increased over the prior year and will allow the group to fund the majority of their expenses identified in their proposal. 40. WOOD'S HUMANE SOCIETY n 1997-98 Grant Amount: $ 0 1998-99 Grant Request: $ 5,000 1998-99 Subcommittee Recommendation: $ 0 Wood's Humane Society is requesting $5,000 will be targeted to financially assist senior citizens to care for health needs of pets, specifically spay and neuter certificates.
