SUBJECT: PARKS AND RECREATION DEPARTMENT ACTIVITY FEES
CAO RECOMMENDATION: Adopt a resolution establishing Parks and Recreation Fees
effective September 1, 1998.
DISCUSSION:
Background
City Council Resolution 8433 (1995 Series) set forth a master fee schedule for City Services
that is adjusted annually on July 1 of each year. The resolution identifies that fees are adjusted
by the change in the Consumer Price Index, which was 1.7% this year. Any fees that differ
from the CPI percentage adjustment or new program fees require Council approval. This
agenda item presents these fees for approval.
A. New Proaram Fees
New program fees are developed using the March, 1995 David M. Griffith & Associates
report, which is the basis for the setting of all City fees. Three new program fees require
Council approval.
1. 3 on 3 Basketball. The $80 per 3 player team provides a level of recovery consistent with
Adult 5 on 5 Basketball.
2. Youth Golf. The $20 fee falls within the range of youth sports activities. This is an
instructional activity offered to elementary aged children to provide croportunities for youth
to become familiar with a life long recreational opportunity. That potion of the activity fee
used for green fees will be deposited in the Golf Fund.
3. Triathlon Team. The $100 per team fee is consistent with similar team events and provides
a similar level of recovery as the individual triathlon fee.

the per use fee for each of these areas is $2.10/swim for Adults and $1.60/swim for children.
Staff recommends $2.00/swim for Adults and $1.50/swim for Youth with the intent that the fee
will catch up in FY 1999-01 by adjusting the use fees by a $ .25, (twenty-five cent) increment.
The annual inching up of fees by $ .10 (ten cents) reduces participation and creates negative
responses from the users. Staff has experienced less resistance from patrons to the twenty-five
cent incremental increase implemented once every two years. This method in effect "catches
up" the per swim activity user fee and does not incur. a reduction in participation by annual
nickel and dime increases to patrons. Beginning in September of this fiscal year the pool will
be closed for at least one month for renovation. In the best interest of re-attracting patrons it
would be especially timely to defer the ten cent per swim increase.
Special Use Card fees are based on the per use fee and must also be modified if the per use fee
is reduced. The Pass Card, for example, is based on the daily use fee times 20 uses and is
good for one year. They are offered as a convenience for pool users so that they do not have
to bring money each time they use the pool.
Swim Scrip offers a 10% discount for summer recreational swim and is based on 10 uses.
2. Children's Services

In 1997 the City Council approved a fee of$2.30/hour for the Sun and Fun program. That fee
was adjusted by the CPI factor of 1.7% to $2.35/hour on July 1, 1998. Since Adventure Day
Camp and Summer Fun Day Camp are basically the same programs as Sun & Fun, staff
recommends a consistent fee for all programs.
3. Special Events

At the adoption of the DMG study, the Triathlon fee was increased significantly. As a result,
participation was reduced. Staff determined that the wisest course of action to increase
attendance for 1997 would be to keep the fee at the 1996 level of$38.00. This lower amount
was charged to participants rather than the approved fee. Inadvertently, Council authorization
was not requested. Staff is now recommending that the fee be increased to $56.00 which will
bring it closer to the fee proposed by the DMG study and will, hopefully, not decrease
participation significantly.
4. Adult Sports

Program participation drastically declined as a result of the $301.50/team fee for volleyball
league. Staff reconfigured the program in order to reduce costs. Activity cost reductions
include dropping one referee and one scorekeeper and implementing the team honor system for
officiating and scorekeeping, award reduction, and relocating the league to take place in a City
owned facility during regularly scheduled hours of operation. The proposed fee of $188/team
reflects the current costs of providing the activity.
C. Fees Recommended For Increase
Youth Sports

Skatepark Admission $1.20 $2.00 CPI CPI
The fee identified in the fee schedule is listed at $1.20/time. However, the fee of $2.00/time
for skating is currently the fee that is being charged and has been the fee of the activity since
the inception of the Skatepark operation. This was an activity started after the adoption of the
DMG study and the fee was assigned to be similar to that of existing like activities as in the
swimming pool admission.

This program underwent a reorganization during 1997-98 fiscal year. In previous years the
SLO County YMCA operated a Youth Basketball activity as did the City. In keeping with the
adopted Parks and Recreation Element, collaboration is a targeted goal of the City. The
program became a collaborative effort this past winter when the YMCA and the City joined to
offer the combined Youth Basketball activity. Costs of operating the program were more due
to additional facility expenses, referee costs, and supply costs. The fee charged by the YMCA
was also higher so it was necessary to be aligned with their program fee for the collaboration.
FISCAL IMPACT
Adopting the fees as proposed should result in attaining revenue targets for fiscal year 1998-
99. Failing to adopt some of the fees may be associated with a revenue reduction resulting
from decreased participation from increased fees.

ADOPTING FEE ADJUSTMENTS
IN PARKS AND RECREATION ACTIVITY FEES
WHEREAS, the City's municipal code authorizes.establishing various fees for
the delivery of municipal services; and
WHEREAS, it is the policy of the City of San Luis Obispo to adopt an annual
Fees for Services Schedule; and
WHEREAS, it is the policy of the City of San Luis Obispo that any change to
this adopted Fees for Services Schedule be approved by Council;
NOW, THEREFORE, BE IT RESOLVED by the Council of the City of San
Luis Obispo that:
