McCluskey, Director of Public Works Prepared By: Barbara Lynch, Civil Engineer SUBJECT: STREET WIDENING PROJECT: NORTHSIDE ORCUTT- MCMILLAN TO RAILROAD, SPECIFICATION NO. 98-23. CAO RECOMMENDATION 1. Approve plans and specifications for "Street Widening Project: Orcutt - McMillan to Railroad, Specification No. 98-23." 2. Authorize staff to advertise for bids and authorize the CAO to award the contract if the lowest responsible bid is within the Engineer's Estimate. DISCUSSION In 1994 the City Council approved the conceptual plan for Orcutt Road. The plan included two westbound auto lanes, bike lanes, sidewalks and a center median. On street parking was not provided for. To date, the City has completed widening on the north side of the street from Broad to McMillan and half a block between McMillan and Duncan. This project will complete the widening between McMillan and Duncan and provide sidewalks between Duncan and the Railroad The street will be restriped to provide two westbound travel lanes and a bike lane. Street trees will be planted. A bulbout is being installed at the westerly comer of Duncan as part of the project environmental mitigation. The bulbout will compensate for the offset in the sidewalks between the east and west comers of Duncan, reducing the crossing distance and hazards for pedestrians. CONCURRENCES Community Development Department has given this project a Mitigated Negative Declaration. The finding was advertised. No comment was received. FISCAL IMPACT The 1997-99 Financial Plan, Appendix B, Page 97 identifies the project. The project is funded in part with State Highway Assistance funds. Mitigation Measure: If final engineering plans for the project show that travel and bicycle lanes are Traffic Circulation provided consistent with Exhibit C, then vehicle and bicycle circulation will not be adversely effected. If these minimum dimensions as shown by Exhibit C cannot be achieved, then installation of frontage facilities along Segment 2 shall be deferred until it can be coordinated with the widening along the opposite side of Orcutt Road. When fully widened, Orcutt Road shall have traffic and bicycle lanes that meet established engineering standards and those specified by the Bicycle Transportation Plan (1993). Monitoring Program: 2. Mitigation Measure: The offset design of the Orcutt-Duncan intersection creates potentially Pedestrian adverse conditions for pedestrians crossing Duncan Lane on the north side of Circulation Orcutt Road. To mitigate this condition, the curb line shall be extended (a bulb out) on the northwest comer of Duncan Lane to allow the pedestrian crossing to more closely align with proposed sidewalks along Segment 2, east of Duncan Lane (see attached sketch). This mitigation measure will require the existing curb ramp and radius to be demolished. (Note: installation of a bulb out will provide a segment of street frontage west of Duncan Lane that is out of the flow of westbound traffic. This area would be a suitable location for a bus stop if transit routes are changed in the future to provide westbound service on Orcutt Road.) Monitoring Program: 3. Mitigation Measure: When subsurface areas are excavated, a qualified archaeologist shall be Cultural Resources present with the authority to stop the excavation work and proceed with recovery of significant resources if they are unearthed. Mitigation measures are to be included in the project description, where applicable. Section 15070(b)(1) of the California Administrative Code requires the applicant to agree to the above mitigation measures before the project's final environmental determination and project approvals are granted I hereby agree to the mitigation measures and monitoring program outlined above. {.
