CAO RECOMMENDATION: 1. Approve plans and specifications for"Traffic Signal Monitoring System Interconnect Conduit: SR 1 (Santa Rosa), SR 227(Madonna, Higuera, South,Broad) and Various City Streets, Specification No. 97-06" 2. Authorize staff to advertise for bids 3. Authorize the CAO to award the contract if the lowest responsible bid is less than the engineer's estimate DISCUSSION: The Traffic Signal Interconnection project was approved in the 1996-1997 Budget and consists of two elements: 1. purchasing computer software and hardware 2. installing underground conduit and wire The City Council previously awarded a contract to BI Trans Systems for QuicNet/4 traffic management system software. This software will be designed for use by both Caltrans and the City of San Luis Obispo. This agenda report initiates the second part of the project: installing underground conduit and traffic signal interconnection cable. The conduit will be placed mainly in State Highways 1 and 227,with signal cabling placed so that the Caltrans office on Higuera Street and the City's traffic engineer at 955 Morro will both have access to the"outputs"of all signals on the State Highway system. In addition, City staff will have access to about 70%of all City signals and be capable to receive 100%of all signals eventually. With this information both Caltrans and the City will have new tools to monitor signal timing and performance and will be able to adjust some of the key functions from the office rather than out in the field. CONCURRENCES The Community Development Department has determined this project to be categorically exempt. Caltrans staffinembers have reviewed the plans and specifications. An encroachment permit will be obtained prior to work occurring within state rights of way. e8' Traffic Signal Monitoring System Interconnect Conduit Installation Specification No. 97-06 Page 2 FISCAL IMPACT Total Estimated Project Cost: Computer Hardware and Software Purchase(completed) $76,600 Conduit and Wire Installation Contract(estimate) $203,000 Contingencies 20,400 223,400 $300,000 Budget Available $240,000 The revenue source for the$240,000 project budget is a 100 percent State Minor A grant. (See page E-4 of the 1996-97 Budget.) When the contract is awarded, if additional money is needed, it will be transferred from the Traffic Signal Improvements project account,which has a current balance of$300,000.
