HomeMy WebLinkAbout07/21/1998, C5 - ARCHITECTURAL SERVICES - 879 MORRO council ° ul) z 21 j acenaa Report "�" CITY OF SAN LU IS OBISPO FROM: John Moss,Director of Utiliti Prepared by: Sue Baasch,AdministrativeAna st.1-0-0 SUBJECT: Architectural Services-879 Morro CAO RECOMMENDATION By motion, ■ approve the request for proposals for architectural services for the renovation to office space and seismic strengthening of 879 Morro,and authorize the solicitation of proposals; ■ authorize the City Administrative Officer to execute a contract with the recommended architect, if within the project design budget;and ■ approve entering into a time and materials contract with Marcia Walthers for construction consultation services through the design/preconstruction phase,at a cost not to exceed$9,240. DISCUSSION On June 16, 1998, Council authorized staff to enter into escrow for the purchase of 879 Morro for additional office spaces for the Utilities Department administrative and conservation staff. This request would authorize staff to solicit proposals for architectural services to renovate the building to city standard office space and strengthen it to comply with the City unreinforced masonry ordinance and applicable building and fire codes. The approved project design budget is$63,600. Staff is recommending using Marcia Walthers for construction management services during the design and preconstructionphase,at a price not to exceed$9,240($55 per hour). The total project constructionmanagement budget is$30,000. Her scope of work during the design and preconstructionphase will include: ■ Assisting the City in the selection of an Architect; ■ Assisting the City during the design phase and developing project programming requirements; ■ Providing constructability reviews of plans and specifications for construction management controls,maintainabilityand detail issues;and ■ Coordinated bidding questions; ■ Reviewing bids for compliance wait specificationbid requirements; ■ Coordinating compilation of required contract documents for processing and approval; ■ Coordinating and conducting the pre-construction conference. At the time that staff returns with the construction bid documents for Council consideration and the extent of construction required is fully defined, staff will request approval of a construction management contract with Marcia Walthers for completion of the project construction management services, due to her familiarity with City requirements and previous excellent construction management services for the City during the construction of Fire Station 41 and the City Hall Council Agenda Report-RFP Architectural Services for 879 Morro Page 2 seismic safety and HVAC improvements project. Architect Evaluation and Selection Process The proposal closing date is scheduled for August 20, 1998. After a"desk top"review of the proposals based on the evaluation criteria set forth in the RFP, finalists will be invited for a presentation/interview with the members of the selection committee. Based on the results of the written proposal,oral presentation and reference checks,the selection committee will make its recommendation for selection to the CAO. It is anticipated that contract award will be made by September 11, 1998. Prospective Bidders In addition to publishing a formal notice requesting proposals,a notice regarding the availability of the RFP will be mailed to local architectural firms. A list of prospective proposers is attached. FISCAL IMPACT The projected cost for the project architectural services is $63,600. The projected total cost for construction management services is $30,000; this request is for $9,240 to fund just the pre- construction services phase of the construction management services. Funding has previously been appropriated by the Council to support this project (1997-99 Financial Plan Supplement, Appendix: 1998-99 Capital Improvement Plan, page 57-58).
