McCluskey, Director of Public Work Prepared By: Barbara Lynch,Civil Engin SUBJECT: SURPLUS CITY PROPERTY: STRUCTURES AT: 1015 ORCUTT& 3262 BULLOCK, SPECIFICATION NO. 9608A CAO RECOMMENDATION 1. Approve specifications for Sale and Removal of City Property: 1015 Orcutt & 3262 Bullock, Specification No. 9806A. 2. Authorize staff to advertise for bids and authorize the CAO to execute the agreement(s) with the highest bidder(s). DISCUSSION The realignment of Bullock Lane to intersect Orcutt Road at Laurel Lane is one of the City's Capital Improvement projects currently underway. To complete the realignment of Bullock Lane, the two residences currently on the corner properties will have to be removed. These properties and the buildings are owned by the City. The residences are currently vacant. The buildings on the property are over 50 years old. Under the provisions in Section 15.04.045, 114.3 of the Municipal Code, they must be advertised for sale for a period of 90 days before a demolition permit can be issued. Section 906 of the City Charter requires that the City Council approve the sale or disposal of surplus property with an estimated value greater than $100 which these buildings have. It is unknown how much will be offered for the buildings. It is possible the bids will be lower than $100. If the buildings do not sell after a period of 90 days, staff will proceed with an asbestos abatement project to remove building materials containing asbestos. The Fire Department is considering burning the buildings after that for training. If they are unable to do that, Public Works will issue a second project to demolish the buildings. CONCURRENCES The advertising complies with Community Development Department and Municipal Code requirements. FISCAL IMPACT The actual sale price is not expected to be significant. There will be some cost savings if the City does not have to pay for asbestos abatement or demolition ATTACHMENTS Resolution Invitation for Bids package is available in the Council office for review. (1998 Series) A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN LUIS OBISPO DECLARING SURPLUS PROPERTY WHEREAS, the City Charter requires that the Council approve the sale or disposal of surplus property with an estimated value greater than$100;and WHEREAS, the City has adopted a Capital Improvement project to realign Bullock Lane;and WHEREAS,the buildings at 1015 Orcutt & 3262 Bullock are in the way of the new alignment. NOW, THEREFORE, BE IT RESOLVED, that the Council of the City of San Luis Obispo hereby declares: SECTION 1. The buildings at 1015 Orcutt & 3262 Bullock are no longer needed by the City and are surplus property. SECTION 2. Disposal of the property shall be made by sale through public bidding, or if there are no purchasers, by demolition.
