SUBJECT: 1998 El Nino Storms-FEMA Cost Recovery
CAO RECOMMENDATION
Adopt a resolution designating the Assistant City Administrative Officer and Director of Finance as
Agents for the City for the purpose of applying for cost recovery from FEMA and OES.
DISCUSSION
On February 2, 1998 the governor's office declared the County of San Luis Obispo a disaster area in
response to flooding and damages from the winter storms. This declaration entitles the City for
recovery of storm related costs. The Federal Emergency Management Agency (FEMA) will
reimburse 75% of eligible costs incurred, and the State Office of Emergency Services (OES) will
reimburse the remaining 25%.
The City is required to file the Designation of Applicant's Agent Resolution(attached) approved by
the Council to complete the Federal and State cost recovery process. As with past declared
disasters, FEMA/OES has assigned the City an inspection team to survey damage and prepare the
Damage Survey Reports(DSR's),which are the official requests for cost recovery.
FISCAL EWPACT
Fortunately, the City will be requesting a relatively small amount of recovery from the El Nino
storm, and FEMA/OES have implemented a streamlined process to help us quickly receive the
amount requested. The City incurred the following estimated eligible expenses related to storm
damage:
Sylvia Court sandbagging $2,600
Ferrini tank access road 12,700
Stenner Creek pipeline and road repairs 8,600
Whale Rock pipeline repair estimate 75.000
$98,900
