Specification No. 92-16.
CAO RECOMMENDATION:
1. Approve plans and specifications for"Sinsheimer Pool Replastering, Specification No. 92-16"
2. Authorize staff to advertise for bids
3. Authorize the CAO to award contract if the lowest responsible bid is within budget
DISCUSSION:
Two major problems at the Swim Center have arisen and need immediate attention. First,the
plaster surface on the swimming pool shell has deteriorated enough that roughened surfaces may
soon cause health concerns. Second,about one-third of the solar heating panels have failed,and
more natural gas is needed to maintain proper pool temperatures,particularly during the winter
months. To solve these problems the City Council 1) approved a design contract for a project to
replaster the pool shell and replace the boiler and 2) appropriated the money needed for design and
construction.
The plans and specifications for this work have been completed. Public Works must move quickly
to minimize down time, loss of revenue, and inconvenience for patrons. Rain must also be avoided
during plastering of the pool. Because of this tight schedule, a smooth time line is essential in order
to fast track this project to avoid delays in reopening the site.
The optimum window for this project is to start construction as soon as possible after the end of the
Labor Day weekend in September. Minor design work delays and a cancelled Council meeting at
the beginning of August have placed the original tentative plan somewhat behind schedule. Also,
the boiler replacement could delay start up if equipment has to be backordered from the
manufacturer.
The design firm hired for this project specializes in this type of work. Its knowledge of the industry
allows the City to directly request bids from specialty companies as well as invite bids through the
standard advertising process. Because of this situation and the need to fast track the process,Public
Works is recommending a 13 day bid period within the schedule shown below.

CONCURRENCES
The County Public Health Department(PHD)has approved the replastering work. Unlike new
construction,replastering does not require a formal plancheck by the PHD. Even so,Public Works
has forwarded a copy of the constructionplans to the PHD for its information.
FISCAL UMPACT
A strong economy and the specialized,seasonal nature of pool replastering work could result in
bids that are higher than expected. To avoid losing precious time if should this occur,Public
Works is recommending that the Council authorize the CAO to award the contract if lowest
responsible bid is within budget even if it exceeds the engineers estimate.
