Settle 11 1 � SUBJECT: Mayors' Meeting on 8/20/98 At the Mayors' meeting today,we decided to request that the League of California Cities consider changing their annual meeting to April rather than October of each year. This request would be made through the Channel Counties Division and Dave Romero. Mayor Brown will announce this request at the Channel Counties Division meeting tomorrow evening. The primary reasons for this change are as follows: 1) An April meeting date will permit us to have influence on legislative bills submitted in January and February. 2) This would offer us a greater opportunity to respond to ballot measures in June and November. 3) The League resolutions would be more timely, enabling city representatives to lobby their legislators, particularly on budget matters. 4) The budget sequence and hearings make it imperative that we meet in April rather than October. 5) April would permit council members easier access to the League because in October many are running for re-election and may not be able to attend because of election obligations. Further,it is suggested that the League Annual meeting take place in Sacramento rather than elsewhere in the state,thereby giving city governments real impact on Sacramento policies and procedures. On another issue,I asked, and the mayors agreed,that individuals seeking appointments through the City Selection Committee (as in the recent California Coastal Commission nominations)be required to submit a statement of their qualifications in writing. The candidates should also be present at the meeting,giving the City Selection Committee an opportunity to ask questions. I will be asking Ray Biering, County Counsel,to make this a part of the official City Selection Committee Procedure. Finally,I asked the mayors to request the League of California Cities to go on record to insist that a cap be placed on ERAF and VLF tax take-aways and that a ballot measure be placed on the year 2000 to insure the return of vehicle license fee(VLF)take-aways. Request for evaluation of changing the date of the annual League of Cities meeting four October to April. Rationale: 1. Meeting would be prior to budget negotiations. 2. It would take place before ballot measures are developed. 3. It would take place before the legislative agenda is developed. 4. The annual meeting would not interfere with local campaigns. B. Should annual meeting be held in Sacramento? The date and location could allow delegates to lobby legislators while they are in session. C. Should League pursue the State to establish a cap on E.R.A.F.? D. Should League ask for a refund of E.R.A.F. takings? E. Should League pursue the attendance of the candidates for Governor at the Long Beach meeting? A petition was circulated recently at Monterey requesting their attendance with overwhelming support. Delegate Responding: MEAN AGENDA DAL ITEM # L'G'� Imemonanbum September 1, 1998 TO: Council Colleagues FROM: Council Member Dodie Williams V4) SUBJECT: EVC Update On August 26 at the EVC dinner meeting at McFee's in Templeton,the following information was presented: The EVC has been approved for two new grants; a$57,000 welfare back to work grant from the state/federal, and$15,000 industrial classification grant from the county. A report on the research park progress was made, with emphasis on a"virtual"park,rather than bricks and mortar. The agriculture industry is drastically overstocked with two years supply of com on hand and the lowest prices for barley and wheat in history. Strong concern on the part of that industry. The Technology Task Force has identified ten companies that coincide with the academic disciplines of Cal Poly and Cuesta College. The disciplines are computer science, engineering, and agriculture. The task force will prospect all in rotation regarding the potential for locating here. The EVC has made ten loans this year with several new deals pending. A recent$10,000 loan to Fixnet saved four local jobs. The first EVC loan made has been paid off with funds back in the revolving loan fund. San Luis Obispo County EVC is doing well, for a new operation in a county of our size. A comparison was made with the San Diego Small Business Development Corporation,which is sponsored by more than 30 local banks,has a population of 2.5M, and has made just 20 loans in the same period. The California Venture Capital Conference scheduled for Sept. 17`x, and hosted by the EVC,has reviewed the business plans of a large number of firms. Of the 15 selected to be presented at the conference, five are local. They are Xing Technology, Surveyor, Wind Communications, Alliance Software and Kiosk Software. Council Members are encouraged to attend all or part of the conference (brochure attached).
